Inside President Trump’s Third Country Exclusion Program around the world

A 43-year-old Cambodian man says he was sent to a prison in Eswatini by the US for more than five months.

When Peep Lom saw “Eswatini” written on his documents last fall, he thought he might be transferred to another detention center.

Instead, the 43-year-old Cambodian refugee was put on a plane to a small African kingdom and held for months in a high-security prison, where he had no legal status, no charges, and little ability to challenge his confinement.

With that incarceration, Rom joins a growing number of immigrants caught up in broader changes in U.S. deportation policy. Last year, the Trump administration dramatically expanded the little-known tactic of sending migrants to countries with which they have no ties. Critics say it outsources detention to foreign governments, many with records of human rights abuses, minimal oversight and unclear legal protections.

Deportees like Rom are being held in hotels, shelters and prisons in more than 20 countries under a deal brokered by the United States during President Donald Trump’s second term.

“They’re just being snatched, put on planes and sent to these countries,” Lom told USA TODAY by video call from Cambodia, where she has lived since late March, after spending more than five months in a prison in Eswatini. Rom is the second person to be released from Eswatini’s Matsafa Correctional Center, which houses at least 19 people deported from the United States.

After serving time in Pennsylvania, where Lom was serving a 15-year sentence for attempted murder, federal authorities took him to several immigration detention centers over a period of nearly 11 months. Because of his conviction, Lom believed he would likely be deported to Cambodia. Lom was born in a refugee camp in neighboring Thailand, where her family had fled genocide.

The Trump administration had other plans when it flew him and nine others from Louisiana to Eswatini on October 4.

Lawyers are fighting over where he should be sent.

Rom entered the United States as a 3-year-old refugee in 1985 and received a green card in 1987. In 2009, he was convicted of attempted murder, aggravated assault, and illegal possession of a firearm. His lawyer, Tinh Thanh Nguyen, said the incident arose out of self-defense after a group of men tried to shoot him and he fired back.

The Department of Homeland Security said in a separate statement that Lom underwent due process and was initially transferred to Thailand, where he does not have citizenship. After USA TODAY sent federal authorities evidence provided by Lom and Nguyen about their detention in Eswatini and return to Cambodia, DHS sent a second statement saying Lom was sent to Eswatini.

Federal records show an immigration judge ordered Rom’s removal in 2010.

“We are applying the law to the letter,” the Department of Homeland Security said in a statement. “If a judge decides that illegal aliens have no right to be in this country, we will remove them.”

The United States has long deported immigrants without legal status who have been convicted of crimes. U.S. authorities typically contact the person’s country of origin to facilitate their expulsion.

Human rights group criticizes ‘enforced disappearances’ by US

Prior to President Trump’s second term, people could be deported based on their immigration status without being imprisoned by another country.

U.S. law does not prohibit sending people to other countries, but immigration authorities rarely do so, said Dara Lind, a senior fellow at the American Immigration Council, an immigrant rights advocacy group. This often only occurred when someone could not be repatriated to a particular home country, such as Cuba, due to strained relations with the United States.

Nguyen said the federal government had not contacted Cambodia to facilitate Lom’s transfer to Eswatini, Africa’s only absolute monarchy, which is home to about 1.1 million people. Cambodia’s Ministry of Foreign Affairs previously told Agence France-Presse AFP that it was unclear why Lom was held in Eswatini prison, as it accepts deportees from the United States. Cambodia’s Ministry of Foreign Affairs did not respond to an emailed request for comment.

Since January 2025, the Trump administration has concluded third-country migration agreements with at least 27 countries, mainly in Africa and Latin America, according to the American think tank Migration Policy Institute.

In response to emailed questions about the agreement, the State Department declined to comment on the details of the diplomatic exchange. The State Department said in a statement that implementing President Trump’s immigration policies is its top priority.

Lind said the agreement was in uncharted territory, with no clear rights for deportees or a legal or criminal framework to preserve them. Agreements made public in court battles and public records requests by countries such as El Salvador, Rwanda and Eswatini include language guaranteeing that countries abide by international law against refugee protection and torture.

Human Rights Watch, a New York-based nonprofit watchdog, said in September that displacement agreements with African countries put hundreds of people at risk of forced relocation of refugees and asylum seekers to countries where they are likely to face arbitrary detention, abuse and persecution.

“The United States is carrying out enforced disappearances,” said Nicole Wadersheim, Washington deputy director at Human Rights Watch, calling the practice a human rights violation. “They would say the onus is on the United States to find the people it deports, and it’s on the host country to find them.”

The administration’s policy began with a $4.76 million deal with El Salvador that saw nearly 250 Venezuelan men, most of them asylum seekers with no criminal records, sent by military plane to the notorious mega-prison in March 2025. Some allege that torture and sexual assault took place inside the prison, known as a terrorist confinement center.

The U.S. has also sanctioned some countries it currently entrusts to detain deportees, including the Central African nation of Rwanda, whose military officials were sanctioned by the U.S. Treasury Department in March. Despite this, Rwanda maintains a $7.5 million deal with the United States to house up to 250 people. As of January, at least seven people had been sent to Rwanda, at an estimated cost of about $1.1 million per detainee.

Moving to a third country is expensive

The Trump administration has not released an official tally of those deported or the total cost of federal programs. But Sen. Jeanne Shaheen (D-N.H.), ranking member of the Senate Foreign Relations Committee, released a report in February estimating the program included about 300 immigrants as of Jan. 31 and cost more than $40 million.

“The administration’s expulsion agreements are wasteful, cruel and endanger America’s credibility abroad,” Shaheen said in a statement to USA TODAY.

George Fishman, a former Homeland Security official in the first Trump administration and a senior fellow at the Center for Immigration Studies, which advocates for stricter immigration policies, said deportations from third countries can be used to instill fear in immigrants without legal status of what will happen if they remain in the U.S., which could motivate them to leave the country themselves.

He said the practice puts people in legal incapacity and inhospitable situations and gives the United States leverage to force countries to accept immigrants.

“If we don’t enter into one of these agreements, things may happen that we don’t like,” Fishman said.

A memorandum of understanding with Eswatini signed in May 2025 allows the United States to send up to 160 personnel to Eswatini under a $5.1 million agreement. However, only 19 detainees are known, and the cost is more than $413,000 per detainee, according to Shaheen’s report. Lom, who lives in Pennsylvania with a mother in her 70s and a daughter in college, wonders if Americans know the price they paid to keep people like her in custody indefinitely and without any criminal charges.

In Eswatini, Rom said prisons were riddled with mold and infested with insects, especially mosquitoes. He said prison guards listened in on detainees’ phone calls, but the calls were limited to 10 minutes, about once a week. In early April, deportees from Eswatini won a high court case seeking access to local lawyers in the country.

The practice is akin to human trafficking, said Nguyen, who also represents third-country detainees in South Sudan, which is on the brink of civil war. About eight migrants, including nationals from Laos, Vietnam and Mexico, were initially deported to South Sudan, where Nguyen said he has not been able to contact his clients.

“I’m worried that we will set a precedent for detaining other people overseas in the future,” Nguyen said.

In February, a federal judge in Massachusetts appointed by former President Joe Biden ruled that the administration’s third-country exclusion policy was illegal. However, the First Circuit Court of Appeals in March granted the government’s request to suspend the Massachusetts ruling so the court could consider an expedited appeal.

In mid-April, the Democratic Republic of the Congo became the latest African country to accept people despite experiencing armed conflict. About 15 migrants, mostly from Latin America, are being held in a hotel in Kinshasa. Details of the agreement have not been made public, but lawyers say an immigration judge has ordered the Congolese detainees from being deported after finding they are likely to face persecution in their home country if deported.

Deportees are left with only ‘bad options’

Alma David, a US-based lawyer, is representing one person detained in Congo, as well as others in Cameroon. In Cameroon, more than a dozen people are being housed in dormitory-style evacuation centers. She also represents deportees from Eswatini, including men from Yemen, Haiti, Cuba, and another stateless man.

David said there appears to be a pattern she calls “ex-hemispheric exile.” For example, she said, U.S. authorities tend to place Latin Americans in Africa, while people from African countries are often sent to Costa Rica in Central America.

David added that the practice forces people to withdraw their immigration protection claims, including asylum claims, leaving people with “bad options.”

“Perhaps choosing the familiar bad is a better option than the unfamiliar bad,” she says.

Lomu was left with no other options before he was imprisoned again, this time in Eswatini. Through his lawyer, he was able to contact Cambodian officials who facilitated a trip to the capital, Phnom Penh. He arrived on March 26, more than five months after he said he was forced onto a plane from the United States.

When I arrived in Cambodia, I remembered asking my friend for permission to leave the house. He didn’t go outside for days.

Instead, he said he was going to look out the window, afraid to leave to start a new life in another country he had never been to.

Illinois man wins $1 million in lottery while on break from work

For a man visiting his usual convenience store, his daily work break quickly became a million-dollar central memory.

Earlier this month, an Illinois resident won the top prize of $1 million in a $50 lottery ticket at a Mobil gas station in the Chicago suburb of Lombard, according to an Illinois Lottery news release. The winning prize was claimed on April 10, Lottery spokeswoman Jennifer in Bourne, Illinois, told USA TODAY.

The winner said, “I scratched off the ticket during my break at work and won beautifully.” The man, who asked to remain anonymous and went by the name “Lucky,” initially bought one ticket that didn’t win, then bought another ticket and hit the jackpot.

“I just celebrated my birthday a few weeks ago, so this win feels like the perfect gift,” the winner told the Illinois Lottery. “I plan to invest in my family’s future, buy a new house, and refurbish my wardrobe. I also plan to donate a portion to a local hospital.”

In Illinois, anyone who wins a lottery prize of $250,000 or more can request that their name and municipality of residence be kept confidential, according to the Illinois Lottery.

It’s not the first time we’ve been “lucky”; the gas station that sold the ticket was also lucky.

This victory is his biggest yet, but it’s not Lucky’s first. He said he has won about 20 other times in the Illinois Lottery, with prizes ranging from $1,000 to $5,000.

“Lucky” told the Illinois Lottery that he visits the mobile gas station where he bought his winning ticket multiple times a week and is good friends with the staff.

“When I bought the ticket, I told them I was going to come back with a bunch of zeros. I can’t believe that actually happened,” he said.

Lucky Mobil gas stations who purchase tickets will receive a $10,000 retail bonus, according to an Illinois Lottery news release.

In a more than hour-long debate held at Pomona College’s Bridges Auditorium, eight candidates running for California governor sparred and threw jabs over health care, days before Californians can begin early voting in the state’s primary election.

This election campaign is a hot topic for a variety of reasons. There are concerns that the crowded field of Democratic candidates could split the vote, leading to a showdown between the two Republicans in November. Republican Steve Hilton has announced his support for President Donald Trump. And most recently, former Democratic Rep. Eric Swalwell resigned following allegations of sexual assault and misconduct. But a new CBS News poll found that 26% of likely primary voters are still undecided, about a month after the June 2 election.

Former U.S. Health and Human Services Secretary Xavier Becerra and billionaire investor and climate change advocate Tom Steyer have faced scrutiny from their fellow candidates, but it hasn’t been entirely one-sided — as evidenced by Becerra’s comments about “Steve Hilton’s dad,” apparently referring to Trump (and the former Fox News host). Riverside County Sheriff Chad Bianco also seemed irritated at one point, saying he wasn’t sure if he was still on the debate stage.

Here are some key takeaways from the sometimes lively discussions.

California’s home insurance crisis: How to solve it

One host said Becerra had promised to freeze insurance premiums, but the way insurance works in California raised questions about the move.

Becerra said he would declare a state of emergency as governor because of rising insurance prices and people losing insurance without explanation. In his rebuttal, he cited his experience as California’s former attorney general and said he was prepared to go to court to defend the freeze. Hilton questioned whether Becerra read the statue, which provides the governor’s emergency powers, during the broader discussion about insurance.

“You can’t have a governor who doesn’t understand how government works,” Hilton said.

However, Mahan gave a different answer. It brought back insurance companies and forced them to compete and “rightly price risk.” Then, Mahan said, governments should take responsibility for maintaining wildlands to prevent large-scale wildfires.

This is a feeling that echoes Steyer’s words.

“We have to accept the fact that insurance companies are selling insurance to make a profit,” Steyer said. “The risk to homes, the risk of large-scale fires, is increasing dramatically because of climate change. The governor of California’s job is to protect Californians from that, both in terms of home burnouts and insurance premiums.”

Healthcare and “Steve Hilton’s Dad”

The topic of health care quickly devolved into sparring between the candidates.

Becerra noted that Californians would be affected by federal health care cuts under the massive spending and tax bill that President Trump signed last year, arguing that without the president, many Californians would not be at risk of losing their health insurance.

“The first thing we have to do is stop Steve Hilton’s father,” Becerra said, adding that California needs someone who will fight against Trump, not agree with him.

High medical costs “can be solved here,” Hilton said.

“We don’t have enough competition in our health insurance system because the rules that have been created here in California prevent insurance companies from actually competing,” Hilton said. “We all know that more competition means better quality at lower prices, but the policies put in place in California are preventing that from happening.”

Gas tax: For or against?

Candidates were asked if they supported suspending California’s gas tax, which helps fund highways and roads. Last year, the sales tax rate increased to 61.2 cents per gallon. State Superintendent of Public Instruction Tony Thurmond, Bianco, Mahan and Hilton support its eradication.

“I’m the only candidate on this stage who has promised to suspend the gas tax and then reform it,” Mahan said.

However, Becerra did not support suspending the gas tax.

“We want everyone sitting here to be able to drive on our roads, cross our bridges and make sure our transit system is working,” he said. “We’ve got to raise the money somehow. Anyone who says they’re going to lower the gas tax also has to say what they’re going to replace it with.”

What is Mega Millions?

US special forces plead not guilty to insider trading charges in Maduro attack

A U.S. Special Forces soldier who took part in the raid to capture Venezuelan President Nicolas Maduro pleaded not guilty on April 28 to insider trading charges for gambling on a covert operation, according to federal court documents.

A man who participated in the raid to capture Venezuelan President Nicolás Maduro and is now accused of betting on the operation pleaded not guilty to insider trading charges on Tuesday, a court filing said.

Sergeant Major Gannon Van Dyke, stationed at Fort Bragg in Fayetteville, North Carolina, has been indicted on multiple charges in connection with a series of bets he placed on raids that netted the longtime U.S. Army soldier about $400,000, the Justice Department announced on April 23. The 38-year-old entered a not guilty plea on April 28 in the Southern District of New York, according to federal court filings.

Van Dyke’s lawyers indicated Tuesday that they plan to contest the merits of the indictment.

“Mr. Van Dyke is an American hero who, unfortunately, was charged with a crime that was not a crime,” Van Dyke’s attorney, Mark Geragos, told reporters after the hearing.

Van Dyke’s lawyers say the special forces member is on leave from the military.

Federal prosecutors accused Mr. Van Dyke of making more than a dozen bets on the operation using top secret information gleaned from the attack plan on Polymarket, a prediction market where people can bet on everything from the Super Bowl to territorial gains in the war in Ukraine.

This case is the first time the Justice Department has brought insider trading charges related to prediction markets. The Commodity Futures Trading Commission also filed a civil complaint against Van Dyke on suspicion of insider trading.

According to the Justice Department, Polymarket cooperated with the investigation. CEO Shane Coplan said the company had “referred” the matter to the department. USA TODAY has reached out to the Department of Justice for comment.

Prosecutors said Van Dyke’s bets included bets on “U.S. troops being in Venezuela” by a certain date, the likelihood that President Maduro would be removed from office by a certain date, and bets on “whether the United States will invade Venezuela” by January 31st.

According to the federal indictment, the charges against Van Dyke include unlawful use of confidential government information for personal gain, theft of nonpublic government information, and multiple types of fraud.

A spokesperson for the U.S. Department of Justice declined to comment.

Raid to capture Maduro

Maduro, Venezuela’s longtime leader who has long been at war with the United States, was arrested by U.S. forces in the early hours of January 3 and taken to New York City to face criminal charges related to drug trafficking.

According to court filings, Mr. Van Dyke began being involved in the operation on December 8, 2025 and continued to be involved until approximately January 5, 2026. Van Dyke signed a nondisclosure agreement related to the attack when he participated in the mission, according to court filings.

It is unclear what exact role Van Dijk played in the mission, but court filings say he was “involved in the planning and execution” of the attack that killed dozens of security forces tasked with protecting Maduro.

The Brown University War Costs Project estimated the cost of the mission to be approximately $206 million.

According to the federal indictment, Van Dyke has served in the military since 2008.

This case is the first time the Justice Department has brought insider trading charges related to prediction markets.

In announcing the indictment, FBI Director Kash Patel indicated he was prepared to go after others who gambled with insider information.

“Permit holders who seek to cash in access or knowledge for personal gain will be held accountable,” Patel said.

Winning bets made in connection with Maduro’s capture drew attention at the time and speculation of insider trading, but other bets on unforeseen events have since been made.

In it, a polymarket user named “Magamiman” won about $553,000 after placing a series of bets on Iran’s supreme leader Ayatollah Khamenei being overthrown, hours before he was killed in a US and Israeli airstrike on Saturday, February 28th.

Polimarket CEO Koplan said the company reported bets related to Mr. Maduro’s arrest to the Justice Department and indicated it had done so in other cases.

“We were alerted to this, referred to it, and cooperated throughout the process. Despite what many are led to believe, things like this happen behind the scenes all the time,” Koplan said in a statement regarding X.

A Justice Department spokeswoman declined to comment on whether there were any other cases of prediction market betting under investigation.

Customers who pick up a fresh stick of Burt’s Bees lip balm may find themselves in a pickle because the company has literally added a new flavor.

The personal care brand has partnered with Massachusetts-based pickle company Grillo’s to launch a limited edition Fresh Cucumber Dill Lip Balm flavor.

The Clorox Company, Burt’s Bees’ parent company, announced the collaboration in an April 27 news release, adding that both brands are capitalizing on society’s love for cucumber products.

“Flavor trends are no longer confined to the kitchen,” Clorox wrote in a release. “Today’s consumers are embracing bold, nostalgic, and even playful sensory experiences across categories, from food and beverage to beauty and self-care.”

The company added that today’s influx of pickle-flavored snacks, drinks and cocktails shows how much Americans love “tangy things that feel indulgent yet refreshing.” Clorox said in a release that the lip balm is already in stores and will be sold exclusively at Walmart for a limited time. Sold only in stores.

Pickles are popular among Gen Z and young Millennials

The pickle-flavored snack is becoming increasingly popular online, and some content creators are trying it out in front of the camera. Snacks include Chex Mix Spicy Dill Snack Mix, Slim Jim Vlasic Dill Pickle Snack Size Meat Sticks, and on the beauty front, there’s also Elf’s limited edition Dill Lip Gloss, which sold out in minutes in February.

Hidden Valley Ranch, a Clorox Company brand, previously released its own pickle-flavored Ranch at Walmart, and Grillo’s launched a limited-edition pickle beer with Pabst Blue Ribbon in mid-April.

Clorox said pickle-flavored products seem to be particularly popular among Gen Z and younger millennials. The two groups are “sparking demand for bold, unconventional flavors that deliver intense sensations,” resulting in the creation of their latest lip products.

Grillo’s, the brand behind the new Burt’s Bees flavors, is sold at grocery stores like Walmart and Kroger. The company produces pickles in flavors such as spicy, semi-sour, and sweet and spicy.

Social Media Review Pickle Chopsticks

One TikToker, @thepickleguy, a food reviewer from Pennsylvania, decided to give the lip balm a try and slather it on to see what it tastes like, or rather, what it feels like.

“It doesn’t really smell,” he said before applying the balm. “I eat dill, which is very, very mild…but it actually has no taste at all.”

He added that while Burt’s Bees is a good lip balm brand, he thinks the pickle balm is more “wacky” and doesn’t taste as promising.

User @eemmashort, who calls himself a pickle lover, pointed out that the balm smells more like cucumber than a full-fledged pickle. The user added that the lip balm passed the hydration test.

“This is my new hand cream and I’ll just keep it in my wallet,” the TikToker said.

It was a very British day in America.

Charles III spent the second day of his four-day state visit trying to allay concerns about the increasingly volatile relationship between the United States and Britain. He gave a rare and historic speech to a joint parliament, reaffirming that the two countries were effectively united.

The spectacle at the White House was spectacular as the King made his way through Washington, D.C., beginning with an elaborate program to welcome King Charles III and Queen Camilla to the White House, and ending with a formal dinner where the two leaders toasted.

Redcoats occupied the White House lawn. But don’t worry, it wasn’t the British army.

The “President’s” US Marine Band, dressed in red jackets and white pants, was among the entertainment that welcomed King Charles III and Queen Camilla to the White House.

The White House embraced British heritage, highlighted British symbols, and even Mother Nature brought London-style cloudy skies to Prince Charles and Camilla’s visit.

In his opening remarks, President Trump said: “What a great British day this is. It truly is.” At that point, the rain had stopped and gray clouds hung overhead.

The stairs leading up to the White House’s portico balcony were lined with the American flag and the British Union Jack.

The White House even had its own version of the classic high tea.

The president hails from New York, known for its iconic bagels, and the White House served a number of pastries at an educational event on artificial intelligence attended by first lady Melania Trump and first lady Camilla.

A tiered silver tray featured cheddar and sweet pepper sandwiches, lemon madeleines, and, of course, scones. The title of the scone is “Queen’s Drop Scone”.

The first lady and the queen walked around the tennis pavilion on the White House grounds to meet with students participating in the event. Some students tried VR headsets, while others looked at glass plates and statues, including a bust of British Prime Minister Winston Churchill during World War II. They also viewed paintings of John Adams, a Revolutionary War leader, the first U.S. ambassador to Britain, and the second president of the United States.

Typically, when a leader addresses Congress, it is the President of the United States, often declaring that “the union status quo is strong.”

However, King Charles III delivered a rare speech to a joint session of Parliament, marking only the second time a British monarch has addressed Parliament. Queen Elizabeth II addressed Parliament in 1991.

His Majesty gave his latest information on the status of relations with the United States, stating that “the ties remain strong.”

The speech came amid a major rift between the US and UK over a variety of issues, including President Trump’s ongoing tariff war, his disdain for NATO, and his ongoing war with Iran, to name just a few.

“Our partnership was born out of conflict, but that partnership is no less strong,” Charles said. “So perhaps in this example we see that our countries are indeed instinctively like-minded, a product of the common democratic, legal and social traditions in which our governance is rooted to this day. Drawing on these values ​​and traditions time and time again, our two countries have always found a way to come together.”

Charles’ speech was peppered with jokes and drew laughs from Republican and Democratic lawmakers in attendance. However, there was still a sharp partisan divide on applause and standing ovations.

Democrats supported King Charles’ remarks highlighting the importance of the NATO alliance and environmental protection. When His Majesty emphasized his Christian faith, the Republican Party became even more agitated.

President Trump praised the speech.

When King Charles and Queen Camilla arrived at the White House for a state dinner, President Trump said, “He gave a great speech. I was so jealous.” During a toast at a state dinner, Trump again praised the speech, and after the king received multiple standing ovations, Democrats even joked that they “like Charles more than any Republican or Democrat ever.”

What has been the main issue of contention between the US and UK in recent weeks? The Iran war.

It is noteworthy that King Charles did not mention the Iran war by name. Britain has stated that it does not want to get involved in the war. Instead, Prince Charles said in his speech that as a Christian he supports interfaith relations at a time when the United States and Israel are at war in the Middle East.

“I have dedicated much of my life to interreligious relations and deeper understanding, a belief in the victory of light over darkness that I have confirmed countless times,” the king said to applause. “That is why it is my hope and my prayer that in these turbulent times, together with our international partners, we can stop the plowshares from striking the sword.”

But Charles mentioned Ukraine, one of the countries at war and in need of help.

King Charles III called for continued support for Ukraine’s mutual defense, despite President Trump criticizing NATO and halting US aid to the country.

“Mr. Speaker, today we need the same unyielding determination to defend Ukraine and its bravest people,” he said, before being interrupted by applause. “That is necessary to ensure a truly just and lasting peace.”

Although the king only mentioned Iran, Trump said during a toast at the state dinner that Prince Charles agrees that Iran should not have nuclear weapons.

“We’re doing a little bit of work on the Middle East right now. We’re doing very well. We’ve defeated that particular enemy militarily, and we’re never going to forgive that enemy. Charles agrees with me more than I do. We’re not going to let that enemy have nuclear weapons.”

A few days before Charles’ state visit, there was an attempted attack on the US leadership. And the king said such an act would “never succeed.”

“We too met in the aftermath of an incident not far from this great building that sought to undermine the leadership of your country and to incite wider fear and discord. Let me say this with unwavering determination: acts of violence like this will never succeed,” Prime Minister Charles said in a speech to parliament.

Two days before the king and queen were scheduled to arrive in the United States for an unusual state visit, the attempted attack took place outside a White House Correspondents’ Association dinner attended by First Lady Trump, Vice President J.D. Vance, and other senior members of the president’s cabinet.

Cole Thomas Allen, 31, of Torrance, California, was charged with attempting to assassinate the president, transporting a firearm and ammunition across state lines with intent to commit a felony, and discharging a firearm during a violent crime.

Security for Prince Charles and Duchess Camilla’s state visit has reportedly been reviewed following the shooting incident.

On Tuesday morning, reporters at the White House asked how First Lady Melania Trump was doing after Saturday’s attempted attack. The president previously described it as a “traumatic event” for the first lady.

Melania Trump said, “Okay, thank you.”

In a toast at the state dinner, Prince Charles also praised the president’s own “courage and steadfastness” and the swift action of the Secret Service.

Prince Charles said: “My deepest sympathies go out to you, First Lady, and to all of your guests who may have been deeply upset by this incident.”

Don’t forget to toast

It was a white tie affair. Tuxedo with tailcoat and floor-length gown.

A bouquet of lilacs, butterfly ranunculus, phlox, and lily of the valley filled the center of the table like a garden. Tall sconces helped create dim, moody lighting. The table featured 250 pieces of vermeil from the White House collection, as well as handmade pottery by prominent American artisans, including Ben Wolfe.

The menu was literally fit for a king. The White House served Dover sole meuniere, a French haute fish dish, as the main course. The dessert was a honeycomb-shaped gateau chocolate.

Members of the presidential administration were not the only guests at the dinner. Some of America’s biggest (and richest) tech giants were in attendance, including Apple CEO Tim Cook and Amazon CEO Jeff Bezos. All conservative members attended, despite the president’s rocky relationship with some of the Supreme Court justices. Even sports figures in Northern Ireland golfer Rory McIlroy and New England Patriots owner Robert Kraft saw the coveted invitation to the relationship.

With a few asides, President Trump mainly focused on his prepared remarks for the toast. Trump said McIlroy’s recent Masters victory, which drew applause, required “unconquerable courage.”

The king peppered his toast with plenty of jokes to lighten the formality of the occasion. He once gave the president a bell from the World War II-era submarine Trump, which had no connection to the president, but the king still called it his “brave namesake.”

But even at the most lavish of dinners, guests were seen using their mobile phones to film the historic moment when King Charles walked into the East Room.

Melania Trump sported a Christian Dior haute couture look at the White House State Dinner on Tuesday night, wearing a pale pink silk strapless dress and off-white Dior suede gloves, according to a White House pool report.

According to GB News and the Daily Mail, the Queen chose a deep pink for her Fiona Clare dress, highlighting a bold amethyst and diamond necklace and matching earrings.

The royal couple wore matching all-white looks on April 27, when the royal couple arrived for Prince Charles’ first visit to the United States since becoming King.

Melania Trump wore a two-piece Ralph Lauren set, Manolo heels, and a wide-brimmed straw hat that was definitely the centerpiece of her look. She previously wore a similar headpiece and polarized black Eric Javits hat at her husband’s 2025 inauguration.

Meanwhile, Camilla also wore a long-sleeved gown, a wide-brimmed tilt hat and a Cullinan V brooch, a historic piece given to her by Queen Mary, according to Women’s Wear Daily.

King Charles III and Queen Camilla celebrate ‘modern bilateral relationship’ with US

Before the dinner at 8 p.m. ET, King Charles III and Queen Camilla were scheduled to receive a private tour of the White House residence, access to documents and entertainment. Earlier in the day, the king gave a rare speech to a joint session of Congress, addressing the strained but enduring relationship between the country and the United States.

The royal visit with President Donald Trump and his first lady will be the couple’s first visit to the United States since King Charles III ascended the British throne in 2022, shortly after the death of his mother, Queen Elizabeth II.

President Trump made his second state visit to the UK in September, several years after his last state visit in 2019 during his first term in the White House.

The palace said in a statement that Charles III “celebrates the historic links between Britain and the United States and the modern bilateral relationship”. The British royal couple will be in the United States until April 30th to celebrate the 250th anniversary of America’s independence from Britain.

According to Buckingham Palace, Queen Elizabeth made four official visits to the United States during her reign: in 1957, 1976, 1991 and 2007. As Prince Charles, he also visited the United States 19 times.

Ghirardelli Powdered Beverage Mix Recall: What You Need to Know

If you have hot chocolate or frappe mix in your pantry, check the label.

Ghirardelli Chocolate Company announced a voluntary recall of several powdered beverage products after a supplier recalled the milk powder used as an ingredient due to possible Salmonella contamination, according to a notice from the U.S. Food and Drug Administration and the company.

Although the recalled products were primarily sold in large quantities to food service customers, some items are also sold online and may end up in consumers’ homes. Ghirardelli said there have been no reports of illness and that its own testing has found no contamination of the finished product.

“To date, neither we nor any of our third-party manufacturers or infant formula suppliers have received any reports of illness or injury related to this issue,” the company said in a press release.

The FDA said this recall is related to another infant formula recall.

Witnesses tell investigators that Secret Service agent was shot and killed by suspect

WASHINGTON – A federal review of witness and investigator statements about last weekend’s shootout at the White House Correspondents’ Association dinner is consistent with the suspected gunman being the person who shot and killed a Secret Service agent, according to a law enforcement official briefed on the investigation.

Evidence so far suggests that the only Secret Service agent who actually fired his weapon was the one who was wounded trying to thwart what prosecutors say was an assassination attempt on President Donald Trump and other senior administration officials.

Acting Attorney General Todd Blanche said at a press conference on April 27 that he fired five shots at the unidentified suspect, Cole Thomas Allen, in an attempt to stop him from breaking through the initial security barrier at an event at the Washington Hilton Hotel.

The weapons of all other Secret Service agents at the scene were checked, but no shots were fired, said a law enforcement official who spoke on condition of anonymity to discuss the ongoing FBI and Secret Service investigation.

The findings appear to contradict recent speculation by online observers who pored over video of the shootout and witnessed multiple agents training their weapons on Allen from various angles. Law enforcement officials said that based on information gathered so far, Secret Service officials have largely ruled out mutual gunfire as a possible cause of the agent’s injuries, but cautioned that FBI ballistics and forensic investigations are still ongoing.

When asked at an April 27 press conference who fired the bullet that hit the deputy, Blanche said, “We want to know exactly that, so we’re still looking into it.”

“He walked through the magnetometer with a long gun. As he did so, U.S. Secret Service agents assigned to the checkpoint heard loud gunshots. One Secret Service agent was shot in the chest and was wearing a bulletproof vest, which was functioning,” Allen told reporters.

“This heroic officer was shot and then fired five shots at Mr. Allen. Mr. Allen was not shot and fell to the ground and was immediately arrested,” Blanche said.

Blanche said an examination of Allen’s shotgun showed he had fired the shot.

The ballroom where the 2,500-person event was being held is one floor down from where the incident occurred on April 25 around 8:30 p.m.

MS NOW reported on April 26, citing two people briefed on the investigation, that the FBI, the lead agency investigating the shooting, had not found any bullet fragments that struck the Secret Service officer’s bulletproof vest, and that “investigators cannot say for sure whether the armed assailant shot the officer or how he was injured.”

The FBI is conducting its own investigation into the shooting to gather evidence against Allen, who was charged Monday with attempting to assassinate the president. The investigation will include not only ballistics and forensic analysis to determine who shot the agent, but also whether the agent fired his own weapon during the incident and whether it was done in accordance with policy, a law enforcement official familiar with the investigation told USA TODAY.

Following reports and speculation about his ex-fiancée Zoe Kravitz’s engagement to Harry Styles, the actor shared a poem on his Instagram Stories.

Does Tatum’s post have anything to do with Kravitz and Styles? who knows. And in the age of “ambiguous booking,” that ambiguity may very well be the point.

“These kinds of posts from friends and family are vague, so it makes everyone curious, emotional, and worrying. And then all of a sudden, you start getting flooded with comments like, ‘Are you okay?'” ‘What’s wrong?’ ‘Send some love!”’ Monica Berg, author of Rethinking Love: 3 Steps to Being Alone, Being Alone, and Host of the podcast Spiritual Hungry, previously told USA TODAY.

“Ambiguous bookings reveal a desire for external validation, especially when relationships or exes are involved,” she added.

Why do people write “vague ledgers”?

Most social media users have probably encountered an “ambiguous booking” at some point. Maybe we’ve done it ourselves.

Berg added that this behavior expresses a deeper desire to be seen. “Vargbooking” may have arrived in the age of social media. But seeking validation is as old as civilization itself.

“When we post something cryptic and emotional in hopes that others will read between the lines, what we’re really expressing is a desire to be seen, heard, and understood,” Berg previously told USA TODAY. “But seeking that recognition through ambiguity doesn’t give us what we really want: connection.”

And if you do your “vague booking” wisely, it will be hard not to see it for what it is when it shows up on your social media pages.

“Vague booking can feel manipulative and many people find it downright frustrating,” Berg added. “But before you delete a post, recognize that at its core there is a sincere desire for connection. You don’t have to comment on the post, but you may be able to reach out to the person by texting or DMing them.”

The prevalence of vague bookings also speaks to a broader breakdown in communication skills. So if you find yourself guilty of making vague reservations, it might be time to stop and reflect. What motivates us to post this way on social media? What’s really behind this behavior? What’s a better way to deal with it?

“Conflict is an inevitable part of the human experience,” Melvin Williams, associate professor of communication and media studies at Pace University, previously told USA TODAY. “However, society still struggles to develop appropriate conflict resolution techniques and coping mechanisms. As a result, ambiguous booking has become a passive-aggressive pacifier for explicitly addressing disagreements and easing the discomfort of communicating one’s feelings.”

And whenever possible, try to keep your communication style direct, respectful, and honest. This is true both face-to-face and online.

“Experience your emotions fully and seek professional help if needed,” Williams added. “Behind this ambiguous practice lie human beings with unexpressed emotions seeking cathartic relief, conflict resolution, and emotional support online.”

GM says it expects $500 million in tariff rebates following SCOTUS ruling

General Motors reported a decline of about 6% in net income to $2.62 billion in its first quarter 2026 earnings report as vehicle sales, excluding trucks and crossovers, declined, but the company’s net income rose significantly due to software and services such as OnStar and Super Cruise.

On April 28, the Detroit automaker reported earnings for the year ended March 31 and updated its full-year 2026 outlook.

GM posted strong results despite recording some revenue hits, including $1 billion in costs to settle supplier contracts as the automaker scaled back production of electric vehicles.

GM also recorded a $500 million benefit to determine the amount the company expects to recover following the Supreme Court’s ruling that some of President Donald Trump’s tariffs were unconstitutional. GM also paid $900 million in tariffs in the first quarter of 2026, down from $200 million in the first quarter of 2025.

EV production shift, tariffs

GM posted a $7.6 billion loss last year as it downsized its EV manufacturing footprint. These losses occurred in waves throughout the year and accounted for unused EV production equipment and supplier contract cancellations.

GM also took a $3.1 billion hit from auto and parts tariffs in three of the four quarters of 2025. The company expects to incur similar costs in 2026, but the Supreme Court’s ruling provides some relief.

On February 20, the court ruled 6-3 to overturn President Trump’s tariffs, arguing that the US trade deficit created a national emergency and that he had mistakenly invoked the Emergency Powers Act of 1977. Starting April 27, businesses began applying for refunds through a site maintained by U.S. Customs and Border Protection.

GM’s financial guidance is for net income in the range of $9.9 billion to $11.4 billion, lower than previously expected, but the range for adjusted net income for all of 2026 is higher, at $13.5 billion to $15.5 billion. GM lowered the range it expects to earn from its auto business from $19 billion to $23 billion to $16.8 billion to $20.8 billion.

GM’s 2026 financial guidance still includes expected capital expenditures of $10 billion to $12 billion, including the company’s battery cell manufacturing joint venture.

Before adjusting for special items, GM reported net income of $4.25 billion, an increase of 22% compared to the first quarter of 2025. GM’s pre-interest and tax earnings are the basis for payments to GM executives and union members.

“Disciplined Execution”

In a letter to shareholders, CEO Mary Barra said GM’s “strategic product portfolio and disciplined execution by its teams, dealers and suppliers” led to the strong financial performance, noting that adjusted earnings beat expectations.

Barra emphasized sales of crossover vehicles such as the Chevrolet Trax, Equinox and Traverse. The proportion of Buick Envista, GMC Terrain and GMC Acadia has increased from 40% before GM began its lineup refresh in 2023 to more than 46%.

“Looking forward, we remain focused on achieving 8% to 10% margins in North America this year. OnStar, including Super Cruise, is contributing to high-margin revenue growth, and we are advancing self-driving technology in a way that differentiates GM,” Barra’s letter said. “We obviously operate in a very dynamic environment, which is not unusual in our industry. That’s why we have focused for several years on ensuring we have the right products, the right team, and a strong balance sheet supported by healthy cash flow to achieve our long-term goals and consistently execute our capital allocation strategy.”

Democrats seek to rein in the power of President Trump’s invasion of Cuba

WASHINGTON — Days after Havana publicly rejected a U.S. request, a group of Democratic senators led by Virginia Sen. Tim Kaine unsuccessfully tried to push a resolution barring President Donald Trump from taking unilateral military action in Cuba.

In a largely partisan vote on April 28, 50 Republicans and one Democrat blocked the bill from consideration in the Senate. Sen. John Fetterman of Pennsylvania was the Democrat who voted across the aisle.

Two Republicans, Sen. Susan Collins of Maine and Sen. Rand Paul of Kentucky, opposed the Republicans and joined Democrats in hopes of reining in Trump’s actions in the Caribbean nation.

Democrats aimed to prevent U.S. forces from conducting hostilities in or outside Cuba without Congressional approval. President Trump has threatened to take over Cuba, stoking concerns among Democratic lawmakers who fear the negotiations with Havana are a pretext for invasion.

“When the executive branch overreaches, it’s up to Congress to step up and check,” Kaine said on the Senate floor before voting against the bill. He has led similar efforts in the Senate to prevent military hostilities in Iran.

Sen. Peter Welch (D-Vermont) told USA TODAY that he believes the Trump administration’s Cuba strategy is “to smash them into smithereens.”

“This is a policy that will cause even more suffering for more people,” he said. “Senator Kaine’s force resolution had a very solid basis.”

The Trump administration is in talks with Cuba’s government to lift the United States’ near-total oil embargo in exchange for broad economic and governance reforms and the release of detainees. But this week, in a show of good faith, the Cuban government ignored a U.S.-imposed deadline for the release of prominent political prisoners.

The president has not said what he will do about it, but this month he promised a “new dawn for Cuba” and said the United States “may stop” in the communist country once it finishes its military operation in Iran. USA TODAY exclusively reported in April that the Pentagon was preparing for possible operations on the island, located 90 miles south of Florida, in case President Trump took military action.

Democratic lawmakers have been trying to keep diplomatic negotiations going with limited resources. After two House progressives visited Havana, Democrats revived efforts to lift the U.S. trade embargo on Cuba. They are also pushing legislation to the floor that would block President Trump’s ability to use federal funds to attack Cuba.

After the Senate resolution was defeated, Kaine hurried from the chamber. On his way home, he was asked whether regime change was imminent in Cuba, and he told reporters: “There’s no reason to believe that’s the case. I’m not saying it’s not.”

Sen. John Hoeven (R-North Dakota) did not elaborate on whether the Trump administration’s priorities in Cuba have been made clear to Republicans like himself. He told USA TODAY that he trusts Secretary of State Marco Rubio, a former Florida senator who is leading the talks, to handle Western Hemisphere issues.

“They couldn’t have had a better point man,” Hoeven said of Rubio, who is Cuban-American.

In the days leading up to the vote, Kaine said he was optimistic about Republican support for his bill. But hours earlier, Republican senators who might side with Mr. Trump had signaled they would not defy him.

Indiana Republican Sen. Todd Young, who earlier this year voted in favor of a similar bill restricting strikes in Venezuela, told reporters that the vote on war powers “has turned into a partisan political exercise.”

“In my opinion, we haven’t really grappled with the question of what would happen if we suddenly pulled the troops out,” Young said.

With a record drought hitting the Southeast and fueling fast-moving wildfires in Georgia and Florida, forecasters say there could be more weather changes across the country toward the end of April, but some relief from rain later in the week.

Wildfires have burned tens of thousands of acres in the South, destroying homes, prompting evacuations and closing major roads. Dry conditions and winds make it easy for fires to spread. One of Georgia’s largest fires has doubled in size over the weekend, authorities said.

According to AccuWeather, multiple showers and thunderstorms are expected this week. While the rain will help put out the fire in the short term, it is not enough to reverse the region’s record-breaking drought, the newspaper reported.

“Deep rain is expected to become more widespread from Texas to Georgia and northern Florida by late week, providing the best chance for meaningful relief and a temporary reduction in wildfire risk,” said AccuWeather meteorologist Brandon Buckingham.

The moisture arriving in the Southeast is one of several weather patterns expected to sweep the nation over the coming week, including a week of storms and tornadoes followed by cooler weather in the East and milder weather in the central United States.

With rain forecast again, hopes are high for wildfire efforts

AccuWeather said some parts of the Southeast could see more than an inch of rain by the end of the week, while others won’t get any at all. Either way, it won’t be enough to alleviate long-term drought. However, it may help in the short term.

“This rain will help, but it won’t eliminate the drought,” Buckingham said. “We will need sustained rainfall of 10 to 20 inches or more to fully recover from the current drought.”

Thunderstorms are expected along the Gulf Coast by mid-week, raising the risk of damage from wind, hail and heavy rain. Then, widespread heavy rain is expected to fall from April 30 to May 1 from Texas to Georgia and northern Florida, AccuWeather reported.

Mr Buckingham said the rain could reduce the amount of dry brush and vegetation that provides fuel for fires, which could last for days or even weeks. But once everything dries out, the fire threat will increase again.

Cool weather is spreading across the country

A cold front is heading east, and the National Weather Service predicts temperatures in the eastern United States will be 10 to 15 degrees below normal for this time of year starting April 30.

According to the Weather Prediction Center, a cold air pattern will hit the northern part of the country in May.

Forecasters say a cold high-pressure system from Canada will bring the potential for frost and ice to the Great Lakes, Ohio Valley and Appalachian Mountains.

The end of the daily tornadoes and violent storms is in sight.

Severe thunderstorms and tornadoes have been occurring in rapid succession across the central United States for much of the week, but forecasters expect activity to begin to subside later in the week. According to AccuWeather, there have already been hundreds of reports of wind and hail damage this week, and more than 30 tornadoes were reported last weekend.

AccuWeather reports that additional storms are expected on April 28, with the greatest threat stretching from northeast Texas through Arkansas to northern Mississippi. The area is at risk for large to “huge” hail and a small number of tornadoes, according to the Storm Prediction Center.

On April 29, the storm danger will shift south toward the Gulf Coast, but “the overall extent and intensity of these storms is expected to decrease,” the weather service said. By April 30, the Storm Prediction Center announced that the risk of severe storms was less than 5%.

After the WHCA dinner, some drew comparisons to Butler and claimed, without evidence, that this was another orchestrated attempt on President Trump’s life.

But evidence suggests Trump was shot in the ear at a campaign rally. The gunman and one spectator at the rally were killed, and two others were seriously injured.

Although the Butler conspiracy has been around since the beginning of the incident, the theory received new attention after it was picked up by a prominent MAGA celebrity, CNN and Wired reported.

As first reported by FOX News, Americans will be able to receive a limited-edition U.S. passport featuring a portrait of President Trump to commemorate America’s 250th anniversary this summer.

The U.S. State Department confirmed the special passport design in an email to USA TODAY on April 28.

“As we celebrate the United States’ 250th anniversary in July, the State Department is preparing to release a limited number of specially designed U.S. passports to commemorate this historic occasion,” State Department spokesperson Tommy Piggott told USA TODAY in a statement.

“These passports feature customized artwork and enhanced images while maintaining the same security features that make the U.S. passport the most secure document in the world,” Piggott continued.

The inside cover will feature President Trump and his signature on the Declaration of Independence, according to a mockup shared by the agency. Another page will feature footage of the Founding Fathers signing the 1776 document. Both pages have an American flag background.

The back cover features the national flag and the number 250 in the center of a circle of 13 stars.

The Anniversary Passport will only be available at the Washington Passport Bureau for American citizens applying for a new ID until supplies last, according to the State Department. The agency did not say how many special edition passports would be issued. There is no additional charge to get a new design.

The planned opening date is scheduled for July to coincide with President Trump’s other 250th anniversary celebrations, including a 16-day event that transforms the National Mall into the Great American State Fair with livestock competitions and rodeo events.

The seashell photo and series of numbers are back in the spotlight after former FBI Director James Comey, an outspoken critic of President Donald Trump, was indicted for a second time.
