House and Senate Republicans openly at odds over DHS shutdown impasse

In a year of high-stakes midterm elections that may be President Trump’s last chance to pass major legislation, anger among Republicans in both chambers of Congress has reached a boiling point.

WASHINGTON – Some Republicans in the House are starting to speak more like Democrats.

Or, perhaps more accurately, they routinely find a common enemy: Senate Republicans.

Escalating tensions became clear on March 27, when hostility between Republicans in both chambers of Congress dramatically surfaced. House Republicans woke up to find that Senate Republicans had unanimously passed a bill in the middle of the night to fund the Department of Homeland Security, except for immigration enforcement. They then sent the bill to the other side of the Capitol and left town for a scheduled two-week recess.

Riots in Congress ensued.

“This ploy that took place last night was a joke,” said House Speaker Mike Johnson (R-Louisiana).

In the words of Republican Rep. Austin Scott of Georgia, “Senate Republicans have completely capitulated.”

North Carolina Rep. Virginia Foxx, the powerful Republican chair of the House Rules Committee, called what her Senate colleagues did to Democrats “unconditional surrender.”

Tensions between the parties in the House and Senate are endemic to the institution of Congress, but the resentment within the Republican Party was almost palpable on March 27th.

This was the latest culmination of an increasingly undeniable and politically consequential pattern on Capitol Hill. In Congress, more moderate members of the less vociferous Senate are often at odds with their hardline conservative colleagues in the House of Representatives, where the majority is very small and legislative outcomes are often less predictable.

Republicans in the House and Senate have been at loggerheads in recent days over a variety of big issues, including mail-in voting, President Donald Trump’s tariffs, ending the filibuster and allowing senators to win large sums of money in government lawsuits. The president’s hands-off approach to running Congress, which also tends to allow people to whitewash his approval, is not particularly centripetal.

But the big events at hand will require as much unity as the Republican Party can muster. In the looming parliamentary battle over the second so-called “Big Beautiful Bill”, Prime Minister Boris Johnson has barely managed to get even a single member of his side to defect. Fighting to pass another reconciliation bill that requires a simple majority in both chambers may be the only way Congress can approve cash to support the Iran war.

Next is the question of the midterm test. To avoid a potential disaster in November, Republicans are using all their persuasions to deliver the same message, trying to sell voters why their party should remain in full control for the next few years. Increasing intra-party friction will not help that effort.

But the Republican Party’s divisions are already helping Democrats, who typically have a harder time eating themselves up politically. At a Congressional hearing held after the Senate’s DHS funding deal collapsed, Colorado Rep. Joe Neguse was one of several House Democrats to criticize how Washington would function under full Republican control in the wake of the dysfunctional government shutdown.

“My Republican colleagues are truly living in fantasy land, trying to convince the American people that somehow Democrats control the U.S. Senate,” he said. “That’s unreasonable.”

At least two students killed

On Friday, March 27, a school bus carrying middle school students on a school trip collided with a dump truck and an SUV in Tennessee, killing at least two children.

The Clarksville Leaf Chronicle, part of the USA TODAY Network, reported that the Tennessee Highway Patrol has confirmed the deaths of two Clarksville-Montgomery County students. Several other people were injured, and multiple people were airlifted to trauma centers in Nashville and Memphis.

“I want to speak directly to the families of the students who lost their lives today. There are no adequate words that can be used to ease the pain you are feeling right now,” Highway Patrol Maj. Travis Plotzer said in a press conference about the tragic deaths. “This is a parent’s worst nightmare.”

Students at Kenwood Middle School in Clarksville-Montgomery County were heading to Jackson, Tennessee, for a field trip when their school bus collided with a Tennessee Department of Transportation (TDOT) dump truck and a Chevrolet Trailblazer, authorities said.

Plotzer said the investigation is ongoing, but “I do not believe TDOT had any contributing factors in the crash.”

The two students were pronounced dead at the scene, Plotzer said. The Tennessee Highway Patrol said in a Facebook post that several other people were injured in the crash and “multiple individuals were airlifted to trauma centers in Nashville and Memphis.”

At a press conference, a spokesperson for the ambulance company said nine air ambulance helicopters were requested to the scene, seven of which were used to transport patients. He said patient information cannot be shared.

There were 25 students and five adults on board the bus, two people in the dump truck and two people in the Chevrolet, Plotzer said.

The families of all those on the bus were contacted, and the district escorted them to a church reunion point in Huntingdon, Tennessee.

Nex Grill recalls over 10 million metal grill brushes

The U.S. Consumer Product Safety Commission announced that more than 10 million metal wire bristle grill brushes sold at home improvement stores will be recalled after reports that loose hairs can get into food and cause injuries.

According to the CPSC, the recall applies to six models of Nex grill brushes, priced between $5 and $15, that were sold across the U.S. from 2015 to 2026. The agency said the metal bristles can break off and stick to grill grates and, if swallowed, can get stuck in the throat or digestive tract and cause internal damage.

According to the CPSC, NexGrill is aware of at least 68 reports of hair loss, five of which required treatment.

Consumers should immediately stop using the recalled brushes and contact Nexgrill for a full refund, which will be issued as a gift card, authorities said. Nexgrill also provides instructions on how to dispose of your brushes.

Raiders center Barrett Robins, who disappeared before the Super Bowl, has died

Former Oakland Raiders center Barrett Robins has passed away, the Las Vegas Raiders announced on Friday, March 27th. He passed away at the age of 52. The cause of death was not immediately known.

“The Raiders family is deeply saddened to learn of the passing of Barrett Robbins. The thoughts and condolences of the entire Raider Nation are with Barrett’s family and friends during this difficult time,” the Raiders said in a statement.

Robins famously disappeared from the team in the days leading up to Super Bowl XXXVII, which Oakland lost 48-21 to the Tampa Bay Buccaneers.

Robbins, who was eventually diagnosed with bipolar disorder, went missing on January 26, 2003, the day before Super Sunday. He returned to the team in time, but was ruled unable to play. Robins later told ESPN that he believed the Raiders had already won and was celebrating. He even made it to Tijuana, Mexico, but couldn’t remember why he went there. The 37th Super Bowl was held in San Diego.

“I mean, this was the biggest game of my life,” Robins told ESPN a few months later. “This is everything I worked for as a kid, as a young man, as a college athlete and as a professional. This is everything I worked for and … it’s unbelievable to me.”

Robbins was treated for bipolar disorder and alcohol abuse after the previous episode, and returned to the team after completing a 30-day stint in a rehab facility. Robbins later told HBO’s Real Sports that he would go into manic episodes for weeks at a time.

During the 2002 season, Robins appeared in the Pro Bowl and was named first-team All-Pro. The following season, he appeared in nine games in his final NFL campaign.

The Raiders selected Robins in the second round (49th overall) of the 1995 draft out of Texas Christian University. He started 105 games for the Silver and Black and appeared in a total of 121 regular season games.

The pre-Super Bowl episode was one of many mental health-related incidents Robbins has been involved in. He was shot three times during a scuffle with police in Miami Beach in 2005 and has since pleaded guilty to five charges related to the incident, including attempted murder. Robbins was charged with assaulting a woman and her daughter outside a Florida hotel in 2016, and was arrested three times in one month in South Florida in 2020.

Raiders teammates Rich Gannon and Tim Brown posted about Robbins’ death on social media, with Brown writing that Robbins’ wife Marissa told him that Robbins died peacefully in his sleep.

“Please pray for their daughters, his family, and the many teammates affected by this!” Brown wrote. “It’s a shame that his life has become so different since he wasn’t allowed to play in the Super Bowl! Rest in peace BR, you deserve it!”

The United States is not in a recession, but it may be in a recession.

Despite an upward trend over the past three months, the closely watched University of Michigan Consumer Confidence Index fell to 53.3 in March, lower than the preliminary reading of 55.5 two weeks ago, and also down from 56.6 in February and 57 this time last year. Among those surveyed, expectations for gasoline prices soared following the start of the Iran war on February 28, and inflation expectations also rose.

Sentiment declined across all age groups and political affiliations, said Michigan Research Director Joan Hsu, but “middle-to-upper income earners and consumers with equity assets, hit hard by both high gas prices and volatile financial markets following the Iran conflict, saw the biggest drop.”

The university’s index is based on a survey of U.S. households, and the results are scored using a 1966 baseline of 100. That means March’s readings are about 47 points below that historical baseline. Current consumer sentiment is generally considered low by historical standards. In June 2022, it hit an all-time low of 50, and in January 2000, it hit an all-time high of 112. The index has not exceeded 100 since February 2020, the month before the pandemic lockdown began.

How do Americans feel about the economy today?

The Current Economic Situation Index, which measures whether people feel their finances are better or worse off than a year ago and whether now is a good or bad time to buy goods, fell to 55.8 in March. This is down from 56.6 in February and 63.8 a year ago.

Frank Sorrentino, founder and CEO of ConnectOne Bank, said weak consumer sentiment could reflect rising borrowing costs, lingering inflation in certain categories, or persistent economic uncertainty.

“At the same time, when you actually look at what’s happening on the ground, the underlying economy still looks relatively resilient,” Sorrentino told USA TODAY. “Businesses are open, people are working, activity hasn’t decreased in any meaningful way. So what we’re seeing is some disconnect between how people feel and what they’re doing.”

Where do Americans expect the U.S. economy to go?

The Consumer Expectations Index, which reflects consumers’ outlook on their short- and long-term financial situation and the overall economy, fell to 51.7 in March. This is down from 56.6 in February and 52.6 at this time last year.

Expectations for year-on-year inflation rose to 3.8% in March from 3.4% in February, the largest single-month increase since April 2025.

Fears of a U.S. economic recession were already growing before the report was released. Mark Zandi, chief economist at Moody’s Analytics, said in a note that “even before the recent disconcerting events” in the Middle East, the firm’s model had increased the probability of an outbreak within the next 12 months to an “uncomfortably high” 49%.

President Trump signs order to pay TSA workers amid DHS closure impasse

The gridlock at the Capitol has pushed airport security wait times to historic highs.

WASHINGTON – With no end in sight to the intractable Department of Homeland Security shutdown, President Donald Trump on Friday, March 27, declared an “unprecedented emergency” and signed an order directing federal funds to pay airport security workers.

According to the text of the executive order, the White House will “use funds reasonably and logically related to TSA operations to provide TSA employees with compensation and benefits that would have accrued to TSA employees but for the Democratic-led DHS shutdown.”

Homeland Security Secretary Mark Wayne Mullin began the process of paying TSA employees as soon as President Trump signed the memo, the agency said in a statement to USA TODAY. Unlike past shutdowns, TSA employees will not be left without pay after the crisis is finally resolved, and should begin receiving paychecks as early as March 30.

The executive action, which immediately raised legal questions, was the latest move by the White House in Trump’s second term to completely bypass Congress’s funding power amid a bitter political deadlock. This comes after House Republicans rejected a deal unanimously passed by the Senate that would have provided funding for all but immigration enforcement operations from DHS.

The rejection of the deal, which was reached in the early morning hours, highlighted the rift between House and Senate Republicans who have been working with Democrats through the night to try to end the crisis ahead of a scheduled two-week legislative recess.

“This ploy that took place last night was a joke,” Republican House Speaker Mike Johnson told reporters on March 27.

President Trump said in a Fox News interview Friday that the Senate compromise was “not good.” He appealed to Senate Republicans who assumed the president would ultimately support the deal, saying instead they needed to eliminate the Senate’s 60-vote threshold, known as the filibuster.

“What they need to do now is end the filibuster,” he said. “But there are three or four Republicans out there who aren’t doing the right thing.”

TSA employees anxious amid uncertainty

TSA administrators across the country are busy completing timecards so employees can receive their back pay as early as next week. However, it was not immediately clear whether workers at the site would be paid in the future.

“We’ll see next week if this actually hits our bank accounts,” said Angela Grana, regional vice president of the Colorado-based union that represents TSA employees at 38 airports across the Rocky Mountains. “If this is so easy, why haven’t we done it before? We’re not stupid. We’re excited to get something out of it, but are we going to do it again in May?”

In a message to employees, TSA leaders thanked them for their efforts, saying, “We recognize the challenges you have faced and appreciate your dedication, perseverance, and dedication to our work and mission to keep the traveling public safe.”

Grana said he is waiting to see how many TSA agents will be at the airport, where long lines are forming. TSA employees who kept their jobs during last year’s 43-day shutdown were given $10,000 bonuses, and Grana said he hopes the same thing can happen again to help employees who have had late fees levied on credit cards they used to make ends meet.

“I want that, but I don’t want it to seem like we’re begging for something we don’t deserve,” she said.

Iran-linked hackers stole and posted FBI Director Kash Patel’s email

Hackers with ties to the Iranian government reportedly accessed and published photos and documents in FBI Director Kash Patel’s personal email.

“The FBI is aware of a malicious actor targeting Director Patel’s personal email information and has taken all necessary steps to mitigate the potential risks associated with this activity,” the FBI said in a March 27 statement.

The FBI said the hacked materials were “historical in nature” and did not contain any government information.

The FBI mentioned a group “outside Iran” called the “Handara Hack Team” but did not say explicitly that the group was behind the attack. The group frequently targets U.S. government officials, the agency said, and the State Department is offering $10 million for information leading to its identification.

The agency said it would continue to pursue those responsible and share “actionable information,” and encouraged anyone affected by the cyber breach or with relevant information to contact their local FBI field office.

Reuters first reported the breach on March 27, saying Justice Department officials confirmed the breach and said the material published online appeared to be authentic. CNN reported confirmation from a person familiar with the breach that hackers had accessed and posted the materials.

As the Iran war escalates, mortgage rates are taking a toll.

The housing market got a bit of a boost earlier this year when 30-year fixed-rate mortgages fell below 6% for the first time in years. However, just one month later, this popular item was at 6.38%. In late March, it was the biggest one-week increase since April 2025, when the White House made its first shock-and-awe tariff announcement.

It’s not the highest interest rate in recent years, but with home prices still rising and many Americans struggling to afford high prices on everything from milk to gasoline, borrowers need all the help they can get. This is why adjustable rate mortgages (ARMs) are being reevaluated.

ARMs provide the borrower with a fixed interest rate for an introductory period of, say, five or seven years. After that period, they typically start to fluctuate up and down and can be adjusted, usually by tracking a metric such as SOFR, which is one measure of how much banks pay to borrow.

Scott Bridges, chief consumer direct production officer at PennyMac, one of the nation’s largest lenders, said the standard 30-year fixed-rate mortgage is “reliable.” ARM, on the other hand, could be “strategic,” Bridges told USA TODAY.

“Low interest rates, long grace periods that allow you to make low payments, and the ability to refinance to a fixed rate loan if interest rates go down.”

Using the latest interest rates available for the week of March 23, Realtor.com senior economist Hannah Jones calculated the savings on a 5/1 adjustable rate mortgage of about $185 per month on a median-priced home with a 10% down payment.

And a recent analysis by data provider Kotality found that “ARMs are making a comeback in high-cost markets where affordability gaps are greatest. In California, ARMs accounted for more than 31% of mortgage originations in 2025, with similar spikes in the District of Columbia (28%) and Massachusetts (~24%).”

In these areas, Kotality said ARM is “an important option for people looking to enter the market or upgrade to a larger home.”

According to data from the Mortgage Bankers Association, as of late March, ARMs accounted for just over 8% of home loan applications nationwide.

ARMs may have had a bit of a bad reputation during the subprime crisis, when mortgage lenders were offering all sorts of exotic loan products and borrowers were happy to take them on. FBI uncovers incendiary bomb plot against pro-Palestinian activists

A man was in federal custody on Friday, March 27, in connection with an incendiary assassination attempt at the home of a New York-based pro-Palestinian activist, according to court records filed in the case.

Alexander Heifler, of Hoboken, New Jersey, was arrested at his home on the evening of Thursday, March 26, after being investigated by the FBI for allegedly planning to throw 12 Molotov cocktails at the home of Nadine Kiswani, according to a criminal complaint filed by the FBI in the United States District Court for the District of New Jersey.

Kiswani, a co-founder of the New York City-based pro-Palestinian group Within Our Lifetime, was not physically harmed.

According to court documents, Heifler is charged with one count of unlawful possession of a firearm and one count of unlawful manufacture of a firearm. According to the indictment, Heifler met with an undercover FBI agent multiple times earlier this month and early last month to discuss plans to firebomb a woman’s home.

During the Feb. 10 meeting with the undercover agent, Heifler was on a video call with multiple people, including one of the undercover agents, authorities said. There, he allegedly stated that he was trying to throw a “Molotov cocktail,” which FBI officials described as a destructive device filled with a flammable liquid that ignites the bottle before it is thrown. The defendant allegedly drove to Kiswani’s home in April and outlined his plan to throw a petrol bomb at her residence.

Law enforcement then executed a search warrant at Heifler’s home and recovered eight Molotov cocktails, according to the complaint.

“A conspiracy against my life”

Kiswani said federal law enforcement alerted her to the plot on Thursday, March 26.

“Late last night, I was informed by the FBI Joint Terrorism Task Force that a plot threatening my life was ‘about to take place’ and that agents had conducted an operation in Hoboken in connection with this plot,” Kiswani wrote in a post on X.

“I will have more to say as more details emerge. I will not stop speaking out for the Palestinian people.”

It was not immediately known whether Heifler had hired an attorney to represent him.

WASHINGTON – House Republicans opposed a deal ending the six-week Department of Homeland Security shutdown at the 11th hour, putting the prospect of an imminent solution in deep political jeopardy.

House Speaker Mike Johnson on Friday, March 27, denounced the compromise bill that the Senate passed unanimously in the middle of the night after a lengthy phone call with Republican lawmakers. With House and Senate Republicans deeply divided, Johnson said lawmakers don’t like the deal to fully fund DHS, except for Immigration and Customs Enforcement and Border Patrol.

“This ploy that took place last night was a joke,” Johnson said. He also said he had just spoken with President Donald Trump, who “understands exactly what we’re doing, why we’re doing it, and he supports it.”

Many conservative hardliners woke up this morning outraged by the situation and vowed to withhold support for moving forward with the deal unless immigration enforcement funding and voter ID provisions were added. “I can’t believe the Senate abdicated its responsibility this morning,” said Rep. Andy Harris (R-Md.). “This deal is bad for America and it’s bad for the American people. The president has already said he will fund the TSA out of the money he has, so not doing this today will not affect our airports.”

Johnson then said he would instead vote on a two-month stopgap measure that would keep DHS funding at current levels until May 22.

A last-minute impasse has jeopardized the possibility of an early end to the DHS shutdown, which has disrupted security at airports across the country. If the House passes a stopgap bill, also known as a “continuing resolution” (CR), senators must return to the Capitol to approve it. But many have already left Washington for a planned two-week spring break.

Senate Minority Leader Chuck Schumer, D-N.Y., said there is no chance the Senate will consider any legislation other than what Democrats have already agreed to.

As the outbreak linked to raw dairy products continues, more people have fallen ill and at least one person has developed serious complications.

More cases of E. coli poisoning, a foodborne illness, have been traced to unpasteurized cheese from the Raw Farm brand, the Centers for Disease Control and Prevention (CDC) and Food and Drug Administration (FDA) announced in an update Thursday, March 26. Officials say a total of nine cases have been confirmed in three states, more than half of them children under the age of five.

Three people were hospitalized, and one developed a complication called hemolytic uremic syndrome (HUS), which causes kidney damage and dysfunction.

The affected cheeses have not yet been removed from the market because Law Farm, which has been implicated in multiple high-profile outbreaks, has refused FDA requests to recall the products, officials said. The FDA is coordinating on-site inspections and is awaiting further sample testing to confirm the source.

Which cheeses are affected?

  • Pale skin or loss of color.
  • Extreme fatigue.
  • Bruises easily.
  • Abnormal bleeding, such as bleeding from the nose or mouth.
  • Decreased urination or blood in the urine.
  • Swelling of the legs, feet, or ankles called edema.
  • Confusion, seizures, or strokes.
  • High blood pressure.

What you need to know about raw/unpasteurized dairy products

Raw Farm, located in Fresno, California, sells dairy products that are raw, unpasteurized, or unheated to kill harmful bacteria.

The process of pasteurization became routine in the U.S. commercial milk supply in the 1920s and became widespread by the 1950s. As a result, the spread of diseases commonly spread through milk has been reduced.

Misinformation about the process has led some people to believe that pasteurized milk is less nutritious or better for people with lactose intolerance, but pasteurization does not significantly compromise milk’s nutritional value or content. In some states, it is illegal to sell raw milk directly to consumers.

Raw milk can contain many harmful bacteria, including Salmonella, E. coli, Listeria monocytogenes, and Staphylococcus aureus. On March 20, Food Safety Party members released a joint statement by 10 members of the U.S. House of Representatives, calling for FDA intervention. Law Farm, the largest commercial producer of unpasteurized dairy products in the United States, has been the source of several outbreaks over the past two decades.

“FDA has determined that raw cheese products are a likely source of an ongoing E. coli outbreak and has therefore recommended that Raw Farms voluntarily discontinue the sale of raw cheese products,” the committee said in a March 20 statement. “Raw Farm has been rejected. We have a message for Raw Farm and the FDA: Take it off the shelves now.”

Secretary of Health and Human Services Robert F. Kennedy Jr. has historically been a supporter of raw dairy products, particularly with his ties to raw farms. In June 2024, Law Farm bragged about the RFK campaign’s visit to its farm, saying RFK “protected the interests of the American people.” That same month, Kennedy publicly stated that he only drinks raw milk.

“Secretary Kennedy’s ties to the law firm and FDA’s lack of action here raise serious questions. At the very least, this is a potentially concerning conflict of interest. At worst, Secretary Kennedy is once again playing dangerously against the health of Americans,” the Food Safety Executive Group statement said.

Secret Service agent commits suicide at Philadelphia airport

A U.S. Secret Service agent accidentally shot and killed himself while escorting former first lady Jill Biden at Philadelphia International Airport on March 27, local and federal authorities said.

Andy Ogles (R-Tenn.) posted on social media early Friday morning that the bill does not include the SAVE America Act, a key priority of the Trump administration heading into the fall election.

Another sign of the snub in the House came at a House Freedom Caucus press conference on Friday, when lawmakers said they would not support the bill unless the Senate returned to amend the bill to fund immigration enforcement and parts of the Save America Act.

“We should get them back and let them do their jobs,” said Rep. Andy Harris (R-Md.).

But time for negotiations is limited, and House members are eager to leave town for a two-week spring break recess on Friday. Senators have already begun recess.

And even back in Washington, the fight over immigration reform isn’t over. Congressional Republicans will likely try to pass additional funding for ICE and Border Patrol this year, while Democrats will renew their calls for reform. These discussions come ahead of the midterm elections, in which Republicans will aim to maintain a slim majority in Congress.

What does this mean for Americans?

Even if there are signs of life at the Capitol, air travel may not get back on track right away. The deal still needs to pass the House and go to President Trump’s desk for his signature. That means Americans could still be waiting in long lines at airports across the country.

And even if the House approves the deal and President Trump waves a Sharpie, a shutdown lasting more than 40 days could have lingering effects. Thousands of exhausted TSA employees are complaining of not feeling well or quitting their jobs to support themselves. They have a lot to catch up on after weeks without pay. Many agencies are struggling to meet medical, childcare and other expenses during the shutdown. Some have quit their jobs completely.

DHS also did not confirm whether ICE agents, who have been sent to some U.S. airports to assist with long lines, would leave immediately after Trump signs the funding agreement.

That means Americans heading to the airport on Friday should check their airport wait times and plan for things to look a little different.
