The organization recently released a list of 45 used cars and SUVs that typically cost less than $10,000, perform well in crash tests, and have highly rated headlights and automatic emergency braking systems that can detect pedestrians.
“Driving poses additional risks for teens, which is why we curate this annual list specifically for teens,” IIHS senior researcher Rebecca West said in a statement. “That said, this proposition is suitable for drivers of all ages looking for a balance between affordability and crash protection and avoidance.”
“A first car is a big milestone for a teenager,” Emily Thomas, Consumer Reports’ associate director of auto safety, said in a statement. “Whether you’re buying a car or deciding which car your family should start driving, these lists can help parents make confident choices without sacrificing safety.”

1.Volvo XC90
Recommended model year: 2013-2024
Median used price: $6,000
What they said: Car and Driver said in its review, “Despite entering its ninth model year, the 2024 XC90 remains one of the sharpest-looking midsize luxury SUVs on the market. The same is true of the XC90’s cabin, which benefits from a simple, modern interior design complemented by a rich selection of materials.”
2.GMC Terrain
Recommended model year: 2014-2020
Median used price: $6,400
What they said: MotorTrend said in its review that there are plenty of choices in today’s small crossover market, from entry-level economy options to high-end luxury vehicles. The Terrain aims for a premium feel with the charm of an American brand, although it’s not quite as cheap as lower-end models or as luxurious as the top end.
3. Volvo XC60

What they said: Kelley Blue Book said in its review that “reasons that draw buyers to Volvo dealerships include comprehensive safety features, sophisticated powertrains (including one engine that uses both types of forced induction, or a plug-in hybrid for increased fuel efficiency).”
