ICE teaches cadets to ‘violate the Constitution’: Former Department of Homeland Security lawyer testifies

The former ICE lawyer’s testimony to Congress comes as ICE is in the midst of a historic hiring surge aimed at fulfilling the president’s promise of mass deportations.

A former ICE lawyer testified to members of Congress on February 23 that ICE supervisors are “coaching new cadets in ways that violate the Constitution” as President Donald Trump promises mass deportations.

“ICE Academy is flawed, flawed and broken,” former U.S. Immigration and Customs Enforcement attorney Ryan Schwank told members of Congress on Monday. Schwank, who joined ICE in 2021, resigned on February 13 after being assigned to teach cadets at ICE’s academy in Georgia. “On my first day on the job, I received top secret orders to teach new cadets the constitutional violation of entering a home without a judicial warrant.”

Schwank said he resigned to address Congress on Monday. He spoke at a forum chaired by Sen. Richard Blumenthal of Connecticut and Rep. Robert Garcia of California. The meeting was the latest in a series of forums Democratic lawmakers have held to highlight DHS misconduct.

Schwank emphasized the agency’s position that it does not require a warrant to enter homes, has significantly reduced training time for recruits and eliminated the use of force, even as the Department of Homeland Security faces backlash for the shooting deaths of two Americans in Minnesota.

In a statement Monday, the Department of Homeland Security defended the way ICE reorganized its military academy, saying new recruits are “receiving the same hours of training that our officers have traditionally received,” only in a more compressed period. The Department of Homeland Security denied Mr. Schwank’s testimony that the agency does not teach cadets about the Constitution or the appropriate use of force.

“We have ensured that our law enforcement officers receive the best training possible to apprehend murderers, rapists, pedophiles, terrorists, and gang members and remove them from our communities,” agency spokeswoman Lauren Biss said in a statement.

The testimony of the former chief of staff at the Department of Homeland Security comes as ICE is in the midst of a historic recruiting drive. According to DHS, the department hired 12,000 police officers and staff in the first year of President Trump’s second term.

The new hires are being funded through a budget increase the agency received under the President’s One Big Beautiful Bill Act. The $73 billion the agency received under the law President Trump signed in July is about six times the amount the agency originally planned to pay in fiscal year 2026.

The new funding is scheduled to last until the end of President Trump’s term, meaning the agency can continue its deportation campaign while other DHS agencies are at risk of closure while lawmakers are unable to agree on funding the department.

A former ICE attorney said he is most troubled by an agency memo signed by Acting ICE Director Todd Lyons that asserts that federal agents can forcibly enter homes without a judicial warrant. Constitutional scholars, immigration experts and federal judges say the move is a clear violation of the Fourth Amendment. The memo dates back to May 2025 and was made public in a late January whistleblower investigation investigated by USA TODAY.

“Never in my career have I received such a blatantly illegal order, nor have I received such an order in such a troubling manner,” Schwank said. “Incredibly, I was secretly shown this memo by my boss, who made me understand that if I didn’t comply, I could lose my job.”

Federal authorities have downplayed constitutional concerns.

“We don’t break into anyone’s home,” Marcos Charles, ICE’s executive associate director of enforcement and removal operations, said at a recent press conference. “We enter the country in intense pursuit, either with criminal arrest warrants or administrative arrest warrants. The thing to remember is that these administrative arrest warrants are considered justified by the courts for immigration purposes.”

Administrative warrants are not the same as judicial warrants. Administrative warrants are not reviewed by a judge and are signed by an ICE officer (sometimes the agent making the arrest).

“We saw ICE dismantle training programs.”

Schwank said that over the past five months, he has watched ICE dismantle training programs for new employees and police officers.

A former ICE attorney says ICE has cut training time by about a third. He said the 240 hours of abbreviated training included classes on the constitution, use of force and limits on officer authority.

The lawyer’s criticism of the training program comes as a federal judge has accused ICE and Border Patrol agents of using chemicals on protesters, blocking detainees’ access to lawyers and illegally arresting them.

“In the name of endlessly producing more police officers, DHS leadership has eliminated the written and practical exams that cadets need to know whether they can safely and legally perform their duties,” Schwank said. “ICE shortened the program;

With so many vital parts removed, all that remains is a dangerous shell. ”

A former agency lawyer warned, “Without reform, thousands of new employees will graduate from ICE without knowing their constitutional duties, knowing the limits of their authority, and not being trained to recognize illegal orders.”

How does ICE say training has changed?

Department of Homeland Security spokesperson Biss said in a statement that although the training has changed, cadets still receive use-of-force and constitutional training.

He said cadets still receive the same number of hours of training. “ICE recruits receive 56 days of training and an average of 28 days of on-the-job training. No training requirements have been removed. Training has increased from five days a week, eight hours a day to six days a week, 12 hours a day, the same amount of training that officers have always received.”

Biss added: “Training does not end after graduating from the academy. Recruits will participate in a rigorous on-the-job training program where they will be tracked and monitored.”

Punch the Monkey IKEA toy sells for hundreds of yen on eBay

An IKEA stuffed animal dragged around by a viral baby monkey at a Japanese zoo is being sold for hundreds of dollars on eBay after selling out online.

Punch, the adorable monkey abandoned at Japan’s Ichikawa City Zoo, has been shocked online by his obsession with a stuffed orangutan given to him by zoo keepers as a way to cope without his mother. His mother abandoned him “soon after he was born” on July 26, 2025, the zoo said.

The baby is currently being cared for by zoo staff.

Punch’s fame exploded last week when he was approached by a group of adult monkeys, who dragged him around in circles on the ground before the baby managed to escape and run to a stuffed orangutan sitting in the corner of the enclosure. A bystander captured a video of the incident, which has since gone viral online.

Immediately after the attack, Ikea posted a photo of a stuffed monkey with its arms wrapped around a cozy orangutan, listed as Jungelskog, which the company sells for $19.99, with the words, “We’re all a family of punches now.”

More stuffed animals like Punch and other zoo animals

Regarding the attack, the zoo said in a statement: “Punch has been scolded many times by other monkeys in the past and has learned how to get along with monkeys.”

The statement continued: “In the video, Punch runs up to the stuffed orangutan after being dragged. However, as usual, after a while, he leaves the stuffed animal and communicates with other monkeys.”

Before the incident, a Scandinavian furniture store donated IKEA stuffed animals for Punch and other animals at the zoo. On February 17, Mayor Koichi Tanaka posted a photo on X of IKEA Japan President Petra Ferre alongside IKEA’s baby monkey stuffed toys and other zoo animals.

Hundreds of items are being sold on eBay

Now that the toys are no longer available online, resellers are jacking up the prices. USA TODAY found several listings for the toy on eBay, currently selling for hundreds of dollars. Some listings started at $100 and reached $384. IKEA told the Washington Post that the product is sold out in the U.S., Japan and South Korea.

Apparently there is also a toy market. Several of the stuffed monkeys sold for about $100, according to completed listings.

Meanwhile, the zoo has been issuing frequent progress reports to keep fans updated on the baby monkey.

Mike Johnson invites Mark Taylor Bullock’s family to State of the Union address

House Speaker Mike Johnson (R-Louisiana) said Monday, Feb. 23, that the family of a slain Louisiana state trooper will be among the guests at President Donald Trump’s State of the Union address on Tuesday, Feb. 24.

In an interview with Fox News, Prime Minister Johnson said he would invite Mark Tyler Bullock’s mother and fiance to tomorrow night’s State of the Union address.

“I am honored to have Shirley Bullock-Dennis and Cambree Smith, the mother and fiancée of Vivian Police Officer Mark Bullock, as our guests at the State of the Union, where Officer Bullock tragically lost his life in the line of duty in November,” Johnson told the outlet.

In addition to Block’s family, Mr Johnson also invited Ziba Murat, the daughter of a Uyghur doctor who has been imprisoned in China for more than seven years.

Who is Mark Tyler Brock?

Bullock, who was 25 years old at the time of her death in November 2025, was killed while attempting to serve an arrest warrant against a man accused of cyberstalking in Vivian, Louisiana, about 300 kilometers east of Dallas, local media outlet KLFY reported.

Vivant is located in Louisiana’s 4th Congressional District, which Johnson represents.

Bullock is a lifelong Vivian resident who began his career with the Vivian Police Department as a dispatcher at age 20, according to KSLA. A year later, he signed on as a part-time police officer and soon became a full-time officer.

Murat’s mother, Dr. Gulshan Abbas, has been detained in China since 2018. According to The Hill, Murat said his mother was detained in retaliation for her aunt’s activism against China’s treatment of the Uyghur people.

“As we continue to shine an international spotlight on China’s human rights abuses and call for the release of all those unjustly detained, I am honored to welcome Dr. Abbas’s daughter Ziva Murat as a guest at President Trump’s State of the Union address,” said Prime Minister Johnson.

New data from the U.S. Consumer Satisfaction Index reveals America’s most popular grocery store, with cult favorite Trader Joe’s coming out on top.

All stores were ranked from 0 to 100. Trader Joe’s beat Florida-based supermarket chain Publix by two points. Supermarkets scored 86 points on the index, while Publix scored 84 points. In 2025, both supermarkets will be tied for first place.

The index evaluates grocery stores in a variety of categories, including the quality and freshness of meat and produce, speed of checkout, and store layout and cleanliness.

The index has tracked similar data annually since 1994. To determine the most popular supermarkets, the index surveyed 31,000 shoppers. Let’s take a look.

How satisfied are grocery shoppers?

The supermarket industry is currently facing a decline in customer satisfaction, with its index score falling by 1% to 78, the group’s 2026 Retail and Consumer Delivery Survey found.

Wal-Mart, Albertsons Companies, and Giant Eagle all underperformed in terms of consumer satisfaction. Meanwhile, Save-A-Lot rose 4% to 78 and HEB rose 1%. Wegmans had the biggest decline, down 6%.

The survey found that customers in the North East were less satisfied with their supermarkets than customers in other parts of the country. The group argued that supermarkets were struggling amid soaring prices and intense competition.

The company analyzed the 19 reported brands and all other small businesses.

Christian leaders say silence is no longer an option amid ‘crisis of faith’

Hundreds of Christian leaders and scholars across the country have condemned President Donald Trump’s administration and called for more active resistance among believers against the “danger of injustice and anti-democracy that is spreading across the country.”

“We are facing a cruel and repressive government,” their joint statement begins. “In moments like these, silence is not neutral. It is an active choice to allow harm to occur.”

The letter, titled “A Call to Christians in Crisis of Faith and Democracy,” says the country faces a grave moral, spiritual and democratic emergency. This release coincides with the beginning of the Christian season of Lent, a period of repentance, introspection, and resistance to temptation.

Adam Russell-Taylor, president of the Christian social justice group Sojourners, said, “We thought it was important to connect this to a time when many Christians are deepening their faith.” “One of the things we criticize is that many white evangelical Christians have succumbed to the regime’s unconditional support, even though its actions are completely antithetical to the teachings of Jesus.”

Leaders of all faiths are increasingly speaking out and participating in protests against the Trump administration’s policies, particularly what many see as overly aggressive efforts to detain and deport undocumented immigrants. There have also been incidents where pastors have been arrested and beaten with pepper balls during demonstrations.

The statement said Christians have a moral obligation to speak out against “the demonization, disappearance, and even murder of citizens and immigrants, the erosion of hard-won rights and freedoms, and calculated efforts to reverse America’s growing racial and ethnic diversity, all of which are pushing us toward authoritarian and imperialist domination.”

“This is a moment of critical testing of Christian discipleship and civic responsibility,” said the Rev. Jim Wallis, founder and director of the Georgetown Center for Faith and Justice in Washington, D.C. “Democratic freedoms are being taken away and the gospel is being distorted. The vulnerable people that Jesus told us to stand by and protect are being targeted and assaulted.”

Wallis and Taylor organized the joint effort with Barbara Williams Skinner, director of the Skinner Institute in Baltimore, a faith leadership training organization.

Approximately 400 people initially signed the statement, representing leaders of various Christian denominations, Black, Asian and Latino churches and associations, and Christian universities and organizations. Organizers say hundreds more people have added their names since the letter was published on February 18th.

The executive branch of the US president, including the White House office, did not respond to requests for comment on the statement.

Apart from the risks to democracy, Christian leaders and scholars say they are troubled by “the Christian faith being corrupted by the heretical ideology of white Christian nationalism.”

“People see this as just a crisis of democracy, but it’s not,” said the Rev. Cynthia Hale, pastor of Ray of Hope Church of Christ in Decatur, Georgia, and one of the signatories of the letter. “It’s a crisis of faith.”

Christian nationalism, the idea that Christian and Biblical laws should govern American life, has permeated the upper echelons of the American government, with conservative evangelicals becoming a major political force with strong support from President Trump. Doug Wilson, an evangelical pastor who has argued that women should not have the right to vote or hold religious or political leadership positions, was recently invited by Secretary of the Army Pete Hegseth to lead a service at the Pentagon.

Bishop Raymond Rivera of the Council of Holistic Christian Churches and Ministries, who also signed the letter, said, “Religious leaders have supported this administration so unconditionally that it threatens to brand this administration as religious in the minds of many Americans. This is a distortion.” “They confuse proximity to political power and proximity to divine power. They are not the same.”

Taylor called such confusion “a form of idolatry” and said the Trump administration is misusing the language of Christianity to support its activities. For example, a job ad for Immigration and Customs Enforcement quotes the Bible, including the line, “Blessed are the peacemakers.”

“This feels especially offensive and egregious given the tactics we’ve seen them employ in places like Minneapolis, Chicago and Los Angeles,” he said. “They are corrupting the Christian faith to advance their own political agenda.”

Before signing, Christine Kobes Du Mez, a professor of history and gender studies at Calvin College, a Christian institution in Grand Rapids, Michigan, said she initially wondered if this moment needed anything more than signing more statements.

“I realized that this statement was not primarily addressed to those who are on the front lines of these issues, but to pastors and ordinary Christians who are just waking up to what is happening and what is at stake,” Du Mez said. “I think it’s important to make a statement that makes the political and theological interests clear and allows people to put their names forward…This is a way for ordinary Christians to step up.”

The letter concludes by translating into action a set of core theological beliefs that signatories pledge to practice their faith and protect democracy, including defending the right to vote, pursuing peace, and supporting immigrants who have been unfairly targeted.

Bishop Dottie Escobedo Frank of the California Pacific Conference of the United Methodist Church in Pasadena said she signed the letter to encourage Southern California communities and all Christians to fulfill their mission to serve the downtrodden, show compassion and challenge political leaders to act on their behalf.

But church ministries that provide food distribution, child care and support for the elderly are facing disruption from ICE agents and anti-immigrant protesters, she said, and “we are seeing people in our communities fearful to practice their faith because of government actions.”

Mr Taylor said he understands that many people may be understandably afraid to put their beliefs into practice, but it is important for people to get involved at a time when “authoritarian playbook pages are very effective”.

One way to overcome such fears, besides relying on the resilience of faith itself, is to connect with other Christians, he said. The letter effort includes a website where supporters can find ways to get involved.

“One of the most consistently repeated words in the Bible is ‘Do not be afraid,'” Taylor said. “Authoritarian governments thrive on people feeling isolated and overwhelmed, so we’re trying to create networks of unity and courage. We have the power to keep things from getting worse.”

Most-watched Winter Olympics since 2014, Milan Cortina

NBC appears to have struck gold with its coverage of this year’s Winter Olympics.

The network announced in a Feb. 23 press release that it averaged 23.5 million viewers over the two-plus weeks of the tournament across all platforms. Final figures are not yet available, but if these numbers hold, Milan-Cortina will become the most-watched Winter Games since Sochi in 2014, and will represent a 96% increase in viewership from 2022.

NBCUniversal’s numbers come from Nielsen Big Data+ Panel reach metrics through Feb. 19 and preliminary Nielsen and Adobe Analytics over the final three days of the contest. Final data will be available later this week.

“The Milan-Cortina Olympics proves once again that American spectators will flock to America in droves over 17 days to experience this unique global event,” NBC Olympic Chairman Gary Zenkel said in a statement. “These Winter Games were spectacularly staged across Northern Italy, produced and distributed by a team of 2,700 people, and reached a blockbuster US audience of over 50 million viewers each day, continuing the media domination we experienced at the Paris Olympics less than two years ago.

According to the network, the opening ceremony itself on February 2 attracted the most attention in 12 years. All 15 competition days were watched by more than 20 million viewers, with the live U.S. daytime broadcast “Milan Prime” and primetime broadcast “Milan Prime Time” totaling 3.3 million viewers across Peacock and NBCU Digital platforms in total viewership (TAD) – a metric used to measure total viewership across all platforms.

Front Office Sports believes multiple factors are likely responsible for the dramatic jump in viewership: the favorable six-hour time difference between the U.S. East Coast and Italy (nine hours from the West Coast) compared to China and Russia, sophisticated programming strategy, strong storytelling-driven production, and Team USA’s historically successful performance.

Milwaukee was the market with the highest viewership share during the Olympics. Minneapolis, Fort Myers (Florida), Pittsburgh, and Dayton (Ohio) round out the top five.

“We can’t wait for the Olympic Games to return to the United States with the 2028 Summer Olympics in Los Angeles,” NBC said in a release. “We’re excited to host five Olympic Games over the next 10 years as the home of American media.”

Volvo EX30 battery defect causes large-scale recall

Volvo Cars told Reuters on Monday it plans to recall more than 40,000 of its flagship EX30 electric SUVs due to the risk of battery packs overheating. This could tarnish automakers’ hard-earned safety reputations and cost them millions of dollars.

The previously unreported recall involves replacing modules in high-voltage battery packs in compact SUVs, a key model for Volvo as it seeks to compete with cheaper Chinese brands. Battery safety is a very sensitive issue for EV manufacturers and consumers.

In response to questions from Reuters, the Swedish automaker, which is majority-owned by China’s Geely Automobile GEELY.UL, said a total of 40,323 EX30 single-motor extended range and twin-motor performance vehicles equipped with these high-voltage cells were affected.

Volvo VOLCARb.ST said: “We are currently contacting all affected vehicle owners and advising them on next steps.”

Volvo Cars’ stock price fell 4% following the Reuters report on the recall.

In the rush to develop new electric vehicles, some automakers are facing battery defects. In 2020, a fire hazard forced General Motors Co GM.N to recall 140,000 Chevrolet Bolts equipped with batteries supplied by South Korea’s LG Electronics, costing $2 billion to repair.

Volvo’s battery problems come as the automaker seeks $1.9 billion in cost cuts and greater integration with parent company Geely Automobile. The battery was manufactured by Shandong Geely Sanheda Power Battery Co., Ltd., a joint venture supported by Geely, and Volvo said its supplier would resolve the issue and supply new battery cells.

“They need to get it right.”

Volvo said it would replace affected units free of charge and urged owners to continue limiting charging to 70% for the time being to eliminate the risk of fire.

“The EX30 in particular is so important to Volvo that we need to get it right,” said Sam Fiorani, vice president of global vehicle forecasting at research firm Autoforecast Solutions.

Since December, Volvo has told EX30 owners in more than a dozen countries, including the U.S., Australia and Brazil, to park away from buildings and cap charging at 70%, according to regulatory filings and the company.

Industry veteran Andy Palmer, who oversaw the launch of Nissan Motor Co 7201.T’s electric vehicle Leaf in 2010, said Volvo has less room for error than its competitors because its reputation for safety is central to its identity.

“Volvo can’t afford to think about safety issues because it goes to the very heart of the Volvo brand,” he said.

Resolving battery issues can be expensive

A new replacement battery module could cost $195 million, excluding logistics and repair costs, according to a Reuters analysis based on what Chinese battery makers could charge. Volvo said the calculations were “speculative in nature” and that the automaker was negotiating with suppliers.

Ahead of news of the recall, Reuters spoke to two EX30 owners who wanted to return their cars to highlight the potential impact.

British insurance agent Matthew Owen said he chose the EX30 because of its range and Volvo’s reputation for safety, adding that car manufacturers should take responsibility for “producing dangerous cars”.

New Zealand EX30 owner Tony Lu said he was facing higher costs due to reduced range due to charging caps.

“I would be really happy if they bought the car back,” Lu said.

After ‘El Mencho’ death, Mexico faces ‘more complex violence’

Analysts told USA TODAY that the current violence by the Jalisco New Generation cartel won’t last long, but civil and external wars are likely to continue.

The public violence in Mexico following the killing of drug lord Nemesio Rubén Oseguera Cervantes could last days or weeks, given his position within the Jalisco New Generation cartel and the group’s extraordinary military capabilities, veteran cartel watchers told USA TODAY.

In 2015, the cartel staged a similar nationwide show of force, shooting down a Mexican military helicopter with a rocket-propelled grenade after the Mexican military attempted to capture Oseguera Cervantes, known as “El Mencho.”

In 2019, the rival Sinaloa cartel waged war on the Mexican government in an attempt to arrest one of the sons of leader Joaquín “El Chapo” Guzmán.

“If past is prologue, what we’re seeing is this kind of violent retaliation by the cartels will continue for at least a week, probably longer, and then things will turn inward,” Anthony Placido, a former U.S. Drug Enforcement Agency intelligence director, told USA TODAY.

Criminal violence has already erupted in parts of Mexico after troops killed Oseguerra Cervantes in a shootout on February 22 at the cartel’s stronghold in the west coast state of Jalisco.

The cartel’s response was immediate, spreading from Jalisco and abroad, plunging much of Mexico into chaos and violence. CJNG soldiers torched cars, buses and stores, blocked roads, and the violence spread to 20 states. Mexican authorities said at least 62 people were killed, including 25 members of the National Guard, and 70 people were arrested.

However, despite the deteriorating situation in Mexico following the death of Oseguera Cervantes, the CJNG appears to have stopped short of unleashing anything close to the violence it has shown in the past.

U.S. counternarcotics officials say the cartel has amassed so much firepower in recent years that it resembles the military of a small nation more than a transnational criminal organization.

The question now, experts say, is whether the CJNG will quell sporadic violence and regroup, or step up its attacks on Mexico’s government, people and rival cartels vying for vast amounts of cocaine, fentanyl, methamphetamine and other drugs trafficked into the United States.

Experts say the cartel is likely to train its rivals with sophisticated weaponry as it returns to its core business of generating billions of dollars a year in drug revenue, which the U.S. Drug Enforcement Administration officially calls “one of the five most dangerous criminal organizations in the world.”

“No matter what they do, they can’t bring Mencho back.”

Most analysts believe the CJNG will reorganize and focus on maintaining the global dominance in drug trafficking that it has long shared with the rival Sinaloa cartel.

“No matter what they do, they can’t bring Mencho back,” Placido said. “So the most important thing for them is who will take over the cartel and will the Sinaloa guys try to take their territory?”

“I don’t have a crystal ball,” Placido said. “But I think that rather than having a big public scene where they’re burning cars and doing all sorts of things to protest the government, we’re going to quickly see them getting into violence and wars between cartels. And it’s going to be more targeted.”

In the short term, the CNJG certainly has the ability to inflict even more deadly violence against the Mexican government and people, including American tourists who have been ordered to shelter in place.

Past uses of force by the CJNG have included mass arson campaigns known as “narcoblocks,” simultaneous roadblocks across more states than currently exist, and high-profile assassination attempts.

‘Nasty aftermath’ as ​​cartel gets back to business

“Claims of being the top criminals do not absolve the government from troubling fallout,” David Mora, an analyst at the Mexico-based International Crisis Group, wrote in a Feb. 23 review.

Vanda Felbab-Brown, a Brookings Institution expert on non-state armed groups, including the CJNG, said the current violence mirrors that which occurred after the Mexican government tried to capture El Chapo’s son Ovidio Guzmán López in his Culiacan stronghold in 2019.

Within hours, heavily armed Sinaloa forces paralyzed the city and directly attacked the military, forcing the government to release him.

In this case, Felbab Brown told USA TODAY that the current violence is essentially a way of demonstrating the CJNG’s capabilities and is essentially an act of “retaliatory demonstrative violence against the state.”

“They’re saying, ‘Mexican government, we’re punishing you. We’re responding. You killed our leader. This shows what we can do,'” Felbab-Brown said.

“It’s pretty huge in geographic scope and scale,” she said. “But that will disappear in a matter of time.”

That could take days or weeks, she says.

“And once this immediate violence subsides, the question is: what further violence will erupt, both within CJNG factions and between CJNG and its rivals?” Felbab-Brown said. “And that violence will be more complex and more persistent.”

What happened after El Chapo was captured?

Once the initial outburst of public violence subsides, what happens next depends on many factors.

Mora said El Mencho had no clear successor and remaining leaders could vie for leadership.

Placido said if the CJNG does not quickly appoint a successor and reduce its ranks, infighting between rival factions within the organization could consume the organization.

Such was the case ten years ago after the arrest of Joaquín “El Chapo” Guzmán, the leader of the rival Sinaloa cartel.

Since then, Sinaloa has been ravaged by infighting and internal power struggles between “El Chapo’s” sons, known as “Chapitos,” and factions loyal to Ismael “El Mayo” Zambada, who is still in U.S. custody.

But much of that violence is cartel-on-cartel and will not cripple vast swaths of Mexico and its vital tourism industry, as the current situation does, Placido and Felbab-Brown said.

In the case of CJNG, removing El Mencho could slow the rapid expansion of his own cartel within Mexico and internationally. But it is also likely to weaken the Sinaloa cartel in some ways, potentially leading to a bloody turf war across Mexico and even the United States.

Less likely, but still possible scenario: all-out war

A less likely scenario is that the CJNG launches a long war against the Mexican government to avenge the death of its longtime leader.

For the past half-century, Mexican drug cartels and criminal organizations have been in protracted skirmishes over sporadic drug crackdowns. Colombian cartels did the same thing in the 1990s with car bombs, assassinations, and attacks on the military.

If that happens, the CNJG has heavy weapons and could cause significant damage., Many of the weapons were obtained from American gun manufacturers, according to an investigation by USA TODAY.

Most analysts predict otherwise. Because CJNG, like Sinaloa and other cartels before it, wants to de-escalate tensions with the government so it can focus on its global operations.

“In many ways, this is just a waste of resources. El Mencho is dead, so there is nothing to negotiate, as there was after the arrest of El Chapo’s son,” Felbab-Brown said.

To keep Mexican authorities at bay, she said, a degree of public violence is needed “to show how fearless they are and how they can act with more brazenness, more brutality, more violence than anyone else.”

But ultimately, Placido said, “It’s all about money. It’s always been about money.”

“Home insurance protects against sudden, catastrophic, and unforeseen events like fires and storms,” says Shavers.

WASHINGTON – A federal agency run by Robert F. Kennedy Jr. will take over administration of a multimillion-dollar grant program that helps schools recover from mass shootings and natural disasters, Education Secretary Linda McMahon said.

The new deal is the Trump administration’s latest effort to dismantle the beleaguered Education Department and disperse its key functions without help from Congress, raising concerns among some school leaders that it could disrupt the funding students and teachers rely on.

McMahon announced on February 23 that his agency will authorize the Kennedy Department of Health and Human Services to administer the grant competition and technical assistance for the School Emergency Response to Violence (Project SERV) program, which provides funding to schools that have experienced “violence or traumatic events that have disrupted the learning environment.”

In recent years, millions of dollars from the program have gone to schools located at the epicenter of high-profile shootings and disasters. Newtown Public Schools in Connecticut received more than $6 million in the wake of the 2012 Sandy Hook massacre, which killed 26 people, and $3 million went to the Uvalde, Texas, school district where a similar tragedy occurred 10 years later.

The federal Department of Education also awarded approximately $2.2 million to the Hawaii Department of Education through the program after wildfires damaged the state’s schools in 2023.

Project SERV funding for these types of emergencies would now be administered through HHS, but ultimately still overseen by the Department of Education.

“Nothing is more important than the safety of our children,” Kennedy said in a statement. “HHS brings decades of front-line experience responding to crises and disasters and brings that expertise directly to schools. We provide communities with the tools they need to protect students, support teachers, and keep families safe.”

Kennedy has made controversial statements about gun violence in the past, saying last year that he and his peers were “encouraged” to bring guns to school as children. He has linked the rise in school shootings to “overdrugging” of children, but there is a lack of scientific evidence to support that statement.

Secretary McMahon said HHS will take on a larger role in administering some education programs for low-income families. He also announced a separate agreement that gives the State Department responsibility for overseeing universities’ compliance with foreign gift reporting requirements.

“As we continue to dismantle the federal education bureaucracy and return education to the states, our new partnership with the Department of State and HHS is a practical step toward increasing efficiency, strengthening collaboration, and making meaningful improvements,” the Secretary of Education said in a statement.

The Trump administration cut the Education Department in half last year and spun off many of its most important departments to other parts of the government. These departments have long administered a wide range of programs to support after-school activities, charter schools, historically black colleges and universities, Title I funding for low-income schools, and more.

White House officials say they are cutting down on bureaucracy, while Democrats in Congress say they are only adding to it.

“These illegal agreements not only create a pointless new bureaucracy that burdens already overworked teachers and schools, but they actively jeopardize the resources and supports that students and families rely on and are entitled to under law,” Sen. Patty Murray, D-Wash., said in a statement.

The Ministry of Education’s unions also rejected recent attempts to reorganize the ministry. Rachel Gittleman, the union’s president, said moving school programs to locations without the appropriate education expertise would create chaos, not efficiency.

“With today’s announcement, the Office of Safe and Supportive Schools will be transferred to the Department of Health and Human Services, an agency run by someone who frequently spreads conspiracy theories and misinformation about child health,” she said in a statement. “This is an insult to the tens of millions of students who rely on the department to protect their access to quality education and to the taxpayers who rely on federal oversight to prevent waste.”

Nissan cancels $25,000 Leaf EV, affecting affordable options

Nissan Motor Co., Ltd. has decided to cancel the release of the $25,000 version of the electric vehicle Nissan Leaf, which was scheduled to be released this year.

The Japanese company confirmed in a statement to USA TODAY that it no longer plans to produce the S-level trim of the Nissan Leaf, which would have had a starting price of $25,360.

Nissan said in a statement that it “continually evaluates market trends, customer preferences and the evolving EV environment to focus resources where they create the most value.”

“As part of that process, we have decided not to introduce a small battery version of the 2026 Nissan Leaf to the United States and Canada this model year,” the auto company said in a statement. “We remain committed to delivering the right product at the right time and will continue to evaluate future battery configurations based on customer demand and segment needs.”

Nissan is currently touting the S+ as the lowest priced 2026 Leaf, starting at $29,990, the company says. The car’s most expensive trim is Platinum, which Nissan says starts at $38,990.

Why was the $25,000 Leaf important?

The Leaf is Nissan’s oldest electric car model, and the S was supposed to be one of the most affordable new electric cars on the market.

The average selling price for a new electric vehicle in the U.S. was $55,715 in January, according to Kelley Blue Book.

“Aligning our product plans and investments with what today’s EV buyers are looking for is a priority, while allocating resources responsibly and efficiently,” Nissan said in a statement.

What does Nissan say about the rest of the Leaf’s trim?

Nissan said in a news release that the 2026 Leaf “makes EV ownership a breeze. Featuring a more streamlined charging experience, improved range, a more enjoyable drive, and an incredibly sleek new design, the Leaf represents the best of Nissan EV technology.”

“The 2026 Nissan Leaf is a stylish and smart EV that is easy to charge, easy to live with, and makes everyday driving more enjoyable,” Nissan America Chairman Christian Meunier said in a statement.

“Nissan’s unparalleled level of knowledge in the mass-market electric vehicle space makes the third-generation Leaf the easiest and most intuitive EV ever,” Meunier added.

ICE has extra funds despite Congress’ DHS shutdown

Congress has withheld funding from the Department of Homeland Security over concerns about immigration enforcement. But ICE remains well-funded.

Lawmakers are facing fiscal realities as they debate withholding funding for immigration enforcement. Immigration and Customs Enforcement (ICE) already has enough funding to last until the end of President Donald Trump’s second term.

Democrats and some Republicans have refused to provide annual funding to ICE’s parent company, the Department of Homeland Security, citing concerns about the president’s aggressive approach to immigration enforcement.

They are demanding that deportation officials stop wearing masks in public, stop making arrests in sensitive areas such as schools, and stop entering homes without judicial warrants.

The White House has so far rejected the request, leaving the Department of Homeland Security unfunded for fiscal year 2026, resulting in a partial federal government shutdown starting Feb. 13. The Department of Homeland Security is home to more than a dozen different agencies, including the Transportation Security Administration, which handles airport security, and FEMA, which handles disaster response.

But ICE employees are considered essential and will continue to work during the shutdown, so they won’t be hurt financially.

The Republican signature “One Big Beautiful Bill Act” (passed last year exclusively by Republicans in a technical process called “reconciliation”) gave the Department of Homeland Security more than $170 billion to carry out immigration enforcement through 2029. That amount is more than double DHS’s annual discretionary budget.

Of the funds, ICE received approximately $75 billion. Of that amount, $30 billion was earmarked for deportation operations and the hiring of new deportation workers, and $45 billion was earmarked for expanded immigration detention.

This “extra” funding is about six times the roughly $12 billion ICE received in fiscal year 2025.

Budget deal requires bipartisan compromise

The current debate in Congress concerns the Department of Homeland Security’s regular annual budget. Democrats and Republicans will need to compromise to fully reopen the government.

However, “adjustment” is a funding mechanism that is outside of the budget process. Dominic Lett, a policy analyst at the Cato Institute, argued that the settlement does not prevent ICE from being shut down.

“By moving immigration enforcement and defense spending outside the normal spending process, Republicans are short-circuiting the system of checks and balances that restrain the expansion and abuse of government power,” he said in a Feb. 10 analysis.

Reconciliation is essentially a special process that makes it easier for bills to pass the Senate. This process allows for faster consideration of tax, spending, and debt limitation bills by avoiding typical legislative obstruction.

Strengthening immigration control and detention

ICE is using the settlement funds to expand its staff. In January, the agency announced it was hiring 10,000 new officers and staff, doubling its workforce to 22,000.

DHS was one of the least affected agencies in the Department of Government Efficiency’s deep cuts to the federal workforce. From fiscal year 2024 to 2025, the Department of Defense lost 475 employees, for example, according to data from the Office of Personnel Management. FEMA, part of DHS, was one of the agencies hardest hit by the layoffs.

With the new funding, the agency has also dramatically increased its detention capacity. ICE had the capacity to hold about 40,000 people per day in January 2025, but now has the capacity to hold more than 70,000 people per day.

But this expansion would not only pay for new ICE detention centers, it would also fund bed space in facilities that do not specialize full-time in immigration detention, such as county jails.

Lawmakers returned to Parliament on Monday, February 23, as the partial shutdown continues. President Trump is scheduled to deliver the State of the Union address on Tuesday, February 24th.

Why celebrity deaths cause health concerns

In the age of WebMD and ChatGPT, it’s easier than ever to spiral about a medical condition. For fans, seeing a public figure suffering from health issues creates genuine fear. If celebrities who are most likely to receive the best care are dying from an illness, what does that mean for ordinary Americans?

According to the American Cancer Society, colorectal cancer is one of 17 types of cancer on the rise among Generation X and Millennials. Experts say the exact cause of the rise in cancer among young people is unknown, but researchers are working to find out.

ALS, also commonly referred to as Lou Gehrig’s disease, is a rare degenerative disease that can affect the brain and spinal cord. According to the CDC, ALS patients typically live three to five years after symptoms begin. So far, no cure has been found.

For people who already suffer from health anxiety, a loss like this can make the fear even worse.

It’s common to feel some anxiety about one’s health, but when someone begins to experience “excessive preoccupation with developing a serious illness,” that concern develops into health anxiety, explains Dr. Shaili Turner, chief health officer at Crisis Text Line.

Witnessing these deaths can evoke memories of loved ones battling the same disease. And even for those who seem well-known and have access to resources, that anxiety can be exacerbated when they see the limits of what the health care system can do.

“When we see celebrities go through something like this, we feel very vulnerable, right? If it can happen to them, it can definitely happen to me,” Turner says.

How to deal with health anxiety

  • know you are not alone: “Give yourself permission to feel sad,” says Turner. “People have been very passionate about these shows for years. … Acknowledge that and be sad about yourself, but don’t get caught up in it.”
  • control what you can do: Turner says staying up to date with the latest health news and going for regular check-ups, along with maintaining a balanced diet and exercise, are productive ways to overcome concerns.
  • Suppress Google Search: Turner also suggested avoiding self-diagnosis on the internet.
  • Turn to healthy pastimes: Try a healthy redirect instead. It includes things like meditation, breathing exercises, mindfulness activities, and physical exercise.
  • seek professional help: If someone keeps going to the doctor repeatedly and the doctor can’t find a medical diagnosis and continues to worry, it’s time to seek help, Turner says. “Anxiety is your brain’s response to not being able to control your emotions, and because it’s a stress response, it can cause physical symptoms,” Turner says.

According to the Montana and Wyoming Lotteries, Millionaire for Life is played using two sets of numbers, similar to Powerball and Mega Millions. Players select five numbers from 1 to 58 in the first pool and one number from 1 to 5 in the second pool, known as the Millionaire Ball. In each drawing, five numbers are drawn from the first pool and one millionaire ball number is drawn from the second pool.

If you match all five numbers with the Millionaire Ball, you’ll win the top prize of $1 million a year for life. Just match five key numbers and you’ll be awarded $100,000 a year for life.

When is the drawing for the Millionaire for Life game?

After State of the Union address, President Trump plans to visit Texas to discuss economy

WASHINGTON – President Donald Trump is expected to leave the country after his State of the Union address on February 24 to tout his economic policies, with Texas likely his first stop ahead of a crucial Senate primary race that top Republicans are concerned about, a White House official said.

Trump is scheduled to hold an event in Texas later this week focused on energy policy and the economy, the official said, and the visit was part of an ongoing effort to raise awareness of the president’s efforts to lower costs for average Americans.

His visit coincides with early voting in the Lone Star State ahead of the March 3 Senate Republican primary, where incumbent Republican Sen. John Cornyn faces a tough challenge in his bid to return to Washington.

On February 23, the Federal Aviation Administration issued a “VIP Removal” notice to Corpus Christi, Texas. This notice indicates impending aviation restrictions related to presidential travel.

The White House is also considering a trip by the president to Ohio and Tennessee in the coming weeks to counter Americans’ negative views of Trump’s management of the economy, the official said. Vice President J.D. Vance and other Cabinet members will also be fanned out to reinforce the message, something House Democratic Leader Hakeem Jeffries recently said was welcome, implying they would not be an asset in battleground states.

The State of the Union address is often a launching pad for presidents to impose their vision on the nation, but Trump’s Feb. 24 speech marked a key moment when he lost traction on the economy, which is expected to be an issue in the 2026 midterm elections.

The president and his advisers have cited a booming stock market, falling inflation and better-than-expected job creation as signs of a booming economy. But the cost of living remains a top concern for most Americans, and Democrats have taken up the issue, driving it to a string of electoral victories last year.

In recent weeks, President Trump has visited Iowa and Georgia to promote his economic policies. He held rallies in North Carolina and Pennsylvania late last year. The president referenced his Feb. 19 State of the Union address in Georgia, telling attendees he was going to talk about affordability.

“They created the affordability problem, and we solved it. And we’ll be lower still, but we solved it,” Trump said of Democrats. “And I think our country is going to be the greatest country ever, within the next 12 months, maybe sooner, within the next 12 months.”

The State of the Union offers new opportunities as the White House ramps up its economic pitch as Republicans look ahead to a tough midterm environment for the party. But polls show there is no breakthrough.

Two new large-scale polls show President Trump’s approval rating is below 40%, as Americans continue to express pessimism about the president’s tariffs and the economy. According to a Washington Post, ABC News, and Ipsos poll released on February 20, President Trump’s favorability rating reached 39%, with about 4 in 10 Americans saying they approve of President Trump’s economic policies.

Even fewer respondents (32%) rate him positively on inflation, and 34% say they support Trump’s tariffs. A CNN poll released on the eve of the annual address found Trump’s approval rating at 36%, with 32% of Americans saying he has the right priorities.

At a White House event on February 23, the president acknowledged the troubling numbers. President Trump told attendees at an event for relatives of Americans killed by people without legal status in the United States that he was “surprised” there was “no more support” for his administration’s policies.

“The fact is, we have silent support. It’s silent,” Trump said. He then referred to a “fake poll” that had just been released, saying his approval rating was 40%.

“My approval rating is not 40%. It’s much higher than that. I mean, I’m willing to run against anyone,” said Trump, who is term-limited.

According to an Ipsos poll, President Trump’s biggest issue is his handling of the U.S.-Mexico border, with an approval rating of 47% and a disapproval rating of 50%.

If President Trump spends more time talking about this issue, negative sentiment about the economy could lessen. As of October, 52% of Americans said the economy had worsened since President Trump took office. In the February survey, 48% of respondents said the same, indicating a significant change in President Trump’s direction.

But the president has struggled to stick to his message, pivoting to claims about election fraud and other topics during a Feb. 19 speech in Georgia. And a central pillar of his economic policy was recently shattered when the Supreme Court ruled that he could not use emergency powers to enact tariffs.

“We risk losing Texas.”

As primary season begins, the battle for the 2026 midterm elections is heating up, with Texas an early focus. The president’s visit to Texas is scheduled days before the state’s March 3 primary, which Trump has not yet endorsed.

Mr. Cornyn is trying to fend off key challenges from Attorney General Ken Paxton and Representative Wesley Hunt. Senate Republican leaders have urged President Trump to support Cornyn, saying he is a strong candidate to win a fifth term in the general election, but the president has said he likes all three Republicans in the race. White House officials said the event was not focused on the primary, but did not rule out an endorsement.

Cornyn, who served as Texas attorney general and state Supreme Court justice before becoming a senator in 2002, is a longtime Republican establishment figure and party leader, but he faces a tough primary battle. Real Clear Politics’ average of recent polls has Mr. Paxton receiving 30% of the vote, Mr. Cornyn in 28th place and Mr. Hunt in 20th place. If no candidate receives more than 50% support, the race will go to a runoff.

Senate Minority Leader John Thune and the Republican National Senatorial Committee have endorsed Cornyn. Some Republicans worry that a loss in the primary for Mr. Cornyn could make it difficult for him to hold on to his Senate seat in a state that Republicans have dominated for decades.

“He’s in danger of losing Texas,” five-term Representative Don Bacon, a Nebraska Republican, recently told USA TODAY about Trump’s lack of support for Cornyn.

Losing Texas would be a huge blow to Republicans and could put Democrats within reach of the Senate majority. According to the Texas Tribune, Texas has not elected a Democratic senator to the state since 1988. The state’s large Latino population makes it an attractive target for the party, but it remains out of reach. Democrat Beto O’Rourke trailed Sen. Ted Cruz by just 2.6 percentage points in 2018.

In Texas, two Democrats, Rep. Jasmine Crockett and state Rep. James Talarico, are vying for the party’s nomination, a race that will question the direction of the Democratic Party in the Trump era.

President Trump supports 14 of the 17 Republican senators up for election this year, but not Cornyn.

“The truth is, I like all three of them. I like all three of them,” Trump said on February 16 of the Texas Republican Senate candidates. “These are the toughest races. They’re all supporting me. They’re all good, so you’re supposed to pick one. So we’ll see what happens. But I support all three.”

President Trump jokes that he will have to be ‘impeached’ if he does not invite US women’s hockey team to White House

President Donald Trump congratulated the U.S. men’s hockey team on its victory over Canada after the gold medal game at the 2026 Winter Olympics in Italy.

“The players were wearing presidential clothes in the locker room. I don’t know what it was, what they called it, FaceTime or something, but in the locker room,” coach Mike Sullivan said Sunday. “He just spoke to the group and expressed how proud he was of the group and congratulated everyone on their win.”

During a locker room conference call with the team, President Trump invited the players to the State of the Union address and said they could tour the White House. He offered to transport the team on a military plane. In the middle of a conversation with the men’s hockey team, he briefly mentioned the U.S. women’s hockey team, which also defeated Canada in thrilling overtime during the Olympics to win the gold medal.

“I’m telling you, we’ve got to bring in a women’s team. You know that?” President Trump said. The president’s comment drew laughter from the locker room.

“I believe I will probably be impeached,” the president added.

A USA Hockey spokesperson said the women’s team received an invitation but will not be able to participate. They ultimately declined the president’s invitation.

“We sincerely appreciate the invitation to join the gold medal-winning U.S. women’s hockey team and are deeply grateful for the recognition of their extraordinary accomplishments,” the spokesperson said.

“Due to timing and academic and professional commitments scheduled after the Olympics, the athletes are unable to participate. They are honored to participate and grateful for the recognition.”

The Women’s Professional Hockey League will resume action on Thursday, Feb. 26, and the team’s college hockey players will play on Friday. The NHL season resumes on Wednesday.

Peter Attia leaves CBS News after receiving Jeffrey Epstein files and emails

Controversial health guru Peter Attia is leaving CBS News after his relationship with Jeffrey Epstein was revealed.

In a statement to USA TODAY on Monday, Feb. 23, Attia’s spokesperson said his “role as a contributor is newly established and has not yet meaningfully begun.”

“As such, he has stepped back to avoid interfering with the important work being done at CBS,” the statement continued. “He wishes the network and its leadership every success and has no further comment at this time.”

The Hollywood Reporter first reported the news. USA TODAY has reached out to CBS for comment.

The latest Justice Department files, released on January 30, include documents involving Mr. Attia that show crude exchanges between Mr. Attia and the convicted sex offender about female genitals and emails that suggest he may have been with Mr. Epstein while his wife was hospitalized with their son after a near-fatal incident. Other emails suggest doctors discussed longevity with investors.

Earlier, in a lengthy apology released by Company X on February 2 for his interactions with Epstein, Attia said he was “not involved in any criminal activity” and had nothing to do with the convicted predator’s “sexual abuse or exploitation of anyone” and that in 2014 he met Epstein, “who was widely known in academic and philanthropic circles as a science funder at the time, through a prominent female medical leader while I was fundraising.” It’s for scientific research. ”

Attia added that the two met seven or eight times at Epstein’s New York City home to discuss research and networks. Still, he said: “I apologize and regret putting myself in a position where embarrassing, tasteless and inexcusable emails were published. That was my responsibility.”

The Epstein files have been released without context, and the allegations within have not been independently verified by USA TODAY.

Although many well-known names appear in the document, their mentions do not indicate that anyone was involved in any wrongdoing.

Epstein, who pleaded guilty in 2008 to solicitation of minors for prostitution and was charged with overseeing a global sex trafficking network, died by suicide in a Manhattan prison in 2019 while awaiting trial. His close aide, Ghislaine Maxwell, was also convicted of similar charges and is serving a 20-year sentence in a U.S. federal prison.

Peter Attia and Epstein emails

In a particularly damning email to a convicted sex offender in 2016, Attia joked that female genitals are “certainly low in carbohydrates, but we’re still waiting for results on gluten content.”

Other emails describe an appointment between Attia and an unknown colleague on July 13, 2017, and emails between Epstein and his longtime assistant and planner Leslie Groff confirm a meeting with Attia that same afternoon.

This date would have been around the time of the incident that the wellness coach wrote about in his 2022 book, Outlive, in which he chastises himself for not being by his wife and son’s side after their one-month-old baby suddenly stopped breathing.

“Actually, I was out of control. I wasn’t just some garden-variety road freak either. A few months ago, on Tuesday, July 11, 2017, at 5:45 to be exact, I received a call from my wife Jill. She was in the ambulance with our young son… en route to the hospital,” Atia wrote. “For some reason, he suddenly stopped breathing and lost consciousness. His eyes were completely rolled back into their sockets, he was lifeless and pale, and there was no heartbeat.”

His son soon started breathing, but was still detained in the hospital for four days, all the while his wife “begged him to go home. I called every day to talk to the doctor and discuss the daily test results, but I remained in New York because I was busy with important work.”

He added: “I am sickened by my actions. I can’t believe I did that to my family. I can’t believe what a blind, selfish, watched husband and father I was.”

According to the site, the Tesla Model 3 is the top-rated electric vehicle of 2026 for the second year in a row due to its “speed, range, comfort, space, technology, accessibility, and convenience.”

“The Tesla Model 3 may be the best value electric vehicle you can buy, with an Edmunds rating of 8.1 out of 10, a starting price of $43,880, and an Edmunds-tested range of 338 miles,” the website says. “This is the best Model 3 ever. It’s impressively balanced, thanks to improved build quality, ride quality, and a compelling combination of efficiency, performance, and value.”

“If you want a sensible electric vehicle, this is a no-brainer,” said Jonathan Elfallan, director of vehicle testing at Edmunds.

FIFA joins peace commission as partner as US prepares for World Cup

The US-led peace commission has welcomed a new partner as the country prepares to step into the spotlight of international soccer.

FIFA signed a partnership agreement with the Council on February 19, which aims to “actively source investment from international leaders and institutions that leverage the power of football to support the recovery, stability and long-term development of conflict-affected regions.”

The agreement comes not only as the United States prepares to host the 2026 FIFA World Cup, but also after the organization awarded President Trump the first Peace Prize in December.

What is a peace committee?

The White House said in a statement that “the peace commission will play a critical role in achieving all 20 goals of the President’s plan” to end the war in Gaza. The Council will assist by “providing strategic oversight, mobilizing international resources, and ensuring accountability as Gaza moves from conflict to peace and development.”

The board is chaired by Trump and includes appointed members including Secretary of State Marco Rubio, U.S. Special Envoy for the Middle East Steve Witkoff, Trump’s son-in-law Jared Kushner, former British Prime Minister Tony Blair, businessman Mark Rowan, World Bank Group President Ajay Banga, and U.S. National Security Adviser Robert Gabriel.

The Council also announced a number of founding member countries, including Argentina, Armenia, Azerbaijan, Albania, Bahrain, Belarus, Bulgaria, Cambodia, El Salvador, Egypt, Hungary, Indonesia, Jordan, Kazakhstan, Kosovo, Kuwait, Mongolia, Morocco, Pakistan, Paraguay, Qatar, Saudi Arabia, Turkey, United Arab Emirates, Uzbekistan, and Vietnam.

Controversially, the Peace Committee announced on February 12 that it would add Israel as a founding member of the group. Israel is in direct conflict with Palestine. Palestine is also not listed as a founding member of the Council.

A United Nations commission concluded in a September report that Israel committed genocide in Gaza, and the commission said senior Israeli officials such as Prime Minister Benjamin Netanyahu were directly responsible for inciting these acts. Israel objected to the commission’s findings, calling them scandalous.

What does FIFA plan to do with the Peace Committee?

FIFA president Gianni Infantino said in a statement: “FIFA wants as many people around the world as possible to take part in our game and benefit from the opportunities it creates. Football brings people together and contributes to a more prosperous, educated, equal and peaceful world. Together with the support of the Peace Commission, FIFA will advance this partnership built to make an impact at every step.”

The organization has developed a multi-phase plan, starting with a “Comprehensive Reconstruction Program for Gaza” and ending with the construction of a new 20,000-seat national stadium.

Phase I will begin with the construction of 50 FIFA Arena mini-pitches near schools and residential areas, in conjunction with the Football for Schools program, which provides equipment and activities to children through FIFA. The group says this phenomenon occurs within the first three to six months.

According to FIFA, the second phase, starting in 12 months, will include “the development of five full-sized pitches to enable the establishment of organized local clubs and the strengthening of structured football pathways”.

Over the course of 18 to 36 months from the start of the partnership, FIFA plans to create a “centre of excellence that integrates elite sport, education and accommodation.” This includes “talent identification, career pathways and skilled employment opportunities”.

The final stage will conclude with a national stadium that will be able to “generate commercial income” and at the same time strengthen “national identity.”

“Implementation will proceed with continued monitoring of the safety and security situation,” FIFA said. “When conditions permit, the commencement of Phase I will begin, supported by structured stakeholder engagement and milestone-based progress reporting.”
