Renee Goode shot up to four times in Minneapolis ICE shooting

When paramedics reached Renee Nicole Good, who was shot by an Immigration and Customs Enforcement officer on January 7, she had an “unsteady and irregular” pulse, was not breathing and had been shot up to four times, according to an incident report obtained by USA TODAY.

Good, a 37-year-old mother, was shot and killed by ICE agent Jonathan Ross while riding in an SUV in Minneapolis. Video of the incident shows Good’s car being approached by multiple agents and as Good tried to drive his car away from them, Ross fired multiple shots through the window. The Trump administration said the officer fired in self-defense and accused Good of intentionally trying to run him over. The man was injured in the incident, according to the Department of Homeland Security.

The video of Renee Good’s shooting quickly went viral. Meanwhile, investigations by state and local authorities have been blocked by federal authorities.

The 911 call about the shooting, which was seen and filmed by several witnesses, began around 9:38 a.m. that day and lasted an hour, according to documents including 911 records and incident reports from the Minneapolis Police Department and Fire Department. Emergency personnel arrived at the scene at 9:42 a.m., according to the document.

When paramedics arrived, Good was found unresponsive in the driver’s seat of the Honda Pilot, with blood covering his face and torso, according to a Minneapolis Fire Department report. When she was removed from the car, she was not breathing and her pulse was “inconsistent, irregular, and irregular,” the report said.

Paramedics found Good with two possible gunshot wounds to the right side of his chest, a third gunshot wound to his left forearm and a possible fourth gunshot wound to the left side of his head, according to a fire department incident report. Blood was coming out of her left ear. Paramedics performed CPR and other life-saving measures in the ambulance en route to the hospital, but resuscitation efforts were discontinued around 10:30 a.m., the report said.

Records of 911 calls shed new light on the chaotic scene in the aftermath of the deadly shooting.

“Several ICE agents… just shot a woman, at point-blank range in her car,” one caller said, later adding, “Because she didn’t open the car door, they shot her. There’s video of it.”

Another caller told dispatchers that ICE “shot at the guard who was in the car and the car crashed.”

Witnesses at the scene said legal observers were monitoring the work of immigration officers when the shooting occurred. The caller described Good as “a red car that had been hit, blocking the road,” and told the dispatcher, “She was trying to drive away.”

One of the calls came from a Department of Homeland Security official.

“A police officer was trapped in the vehicle and there was an instigator at the scene,” the official said. “Sometimes locals opened fire.”

When the dispatcher asked if he had any description of the shooter, the person, identified only as Phillip, replied, “We don’t have any of that. We’re just asking for assistance.”

The shooting has sparked protests across the United States and drawn condemnation from Democratic Party leaders. Democratic leaders are calling on President Donald Trump to withdraw ICE from Minneapolis. Minneapolis has seen a surge in federal agents as part of the administration’s aggressive immigration crackdown.

A week after Mr. Good was shot, another federal agent shot a Venezuelan man who federal authorities say attacked the officer as he was fleeing from a traffic stop.
