A bill to make daylight saving time permanent passed the U.S. House of Representatives on July 14. Although the bill had bipartisan support, two Pittsburgh-area Democrats voted against it.

The Sunshine Protection Act of 2025, introduced by Rep. Vern Buchanan (R-Florida), has the support of President Donald Trump. A similar proposal passed the Senate in 2022, but did not become law.

How Pittsburgh-area Reps. Summer Lee and Chris Deluzio voted on the daylight saving time bill

Democratic Reps. Summer Lee and Chris Delzio, who represent parts of Allegheny County, joined 93 other Democrats in voting against making daylight saving time permanent.

Mr. Lee represents the 12th District, which includes most of Allegheny, including Pittsburgh, and part of Westmoreland County, and Mr. Deluzio represents the 17th District, which includes Beaver County and parts of Allegheny County.

Majorities in both parties voted in favor of the Sunshine Protection Act, with 193 Republicans, 114 Democrats, and one independent giving the green light for it to be sent to the Senate. 22 Republicans and 95 Democrats voted against the bill.

The bill must pass the Senate before it can go to President Trump’s desk for signature. He previously supported the idea of ​​ending time changes.

What is daylight saving time?

Daylight saving time occurs between March and November. Each spring, clocks in most parts of the United States move one hour “forward” relative to standard time, and in the fall, clocks “go back” one hour.

The time change allows for more evening sunlight in the warmer months and more morning sunlight in the winter.

However, not all regions of the United States use daylight saving time. Arizona, Hawaii, Guam, and Puerto Rico are among the states and territories that do not follow this pattern of jumping forward and retreating.
