  • This followed a Jan. 22 agreement to reorganize TikTok into a majority-U.S.-owned joint venture to avoid a U.S. ban.
  • At the same time as this issue, some users were unable to access TikTok’s Help Center or view the new terms of service.

Is TikTok broken? Users are sharing their struggles with the app on social media.

On Sunday, January 25, the issues ranged from not being able to sign into your TikTok account and experiencing delays, to not being able to repost videos, to continually retrieving videos you’ve already watched, and noticing a less curated feed.

Downdetector said the outage began and peaked just before 4 a.m. Sunday, with more than 36,000 reports.

However, many users are still experiencing interruptions. Here’s what we know:

Who owns TikTok now?

TikTok’s parent company ByteDance, headquartered in Haidian, Beijing, signed a deal on January 22 to establish the company as a majority-US-owned joint venture, circumventing a US ban on the app.

Under the agreement, ByteDance will hold 19.9% of the company’s stock, while U.S. and international investors, including Trump-backed investors such as Oracle and MGX, will own 80.1% of the company.

Most of the TikTok outage reports are due to app features

As of 4:04 a.m. on January 25, more than 35,000 users reported issues with TikTok, according to DownDetector. The number of users reported on the site has since fallen to 4,689 as of 2:42 p.m. Sunday, but some users are still experiencing disruption.

According to DownDetector, the most commonly reported issues are issues with the app itself at 65%, followed by total outages at 22% and feed issues at 23%.

Is the TikTok Help Center down?

The TikTok site also appears not to be working for some users.

When I tried to access the Help Center, I received an error message that said, “Something went wrong. Please try again later.”

When I tried to view the new terms on TikTok.com/legal, I got another error message that said, “An error occurred while processing your request.”

What are the new TikTok Terms of Service in 2026?

TikTok introduced new terms of service on January 22 after ByteDance agreed to form the company as a majority American-owned joint venture.

TikTok’s website states: “We will update our Terms of Service and Privacy Policy (both linked) effective January 22, 2026 to reflect changes, including our updated corporate entity.” “By clicking below, you agree to these changes. If you are under 18, you also acknowledge that your parent or guardian has reviewed and agreed to the changes.”

The link then redirected to an error for some users.

According to Newsweek and the New York Times, some of the updated terms will tighten age restrictions that prevent users under 13 from accessing the full version of the app, as well as expand the app’s ability to target ads and track the location of people who give permission to the app.

“The revised privacy policy includes a statement that the U.S.-based TikTok will share some data with TikTok’s global operations to ensure users have an ‘interoperable experience,'” the NYT reported on Friday, January 23.
