“There’s no group that doesn’t actually play the lottery, but they play at different speeds,” said David Jass, a professor of economics at Cornell University.
Beyond the socioeconomic line, both the rich and the poor participate in the lottery, while low-income groups play at a higher percentage than wealthy individuals.
Federal sales data show that lottery tickets are the most popular in the northeast, including Massachusetts and Rhode Island. The lottery also sees higher play rates during periods of economic disruption, such as the Covid-19 pandemic, and fits with other known gambling trends that correlate financial blows with increased risk.
But everything changes as the jackpot grows and the lottery turns into a social event. This is the case for the current $1.8 billion jackpot, the second largest in US history.
As the Grand Prize climbed, so did the number of participants who earn more than $2 per ticket for their chance to win a life-changing jackpot. In the drawings for September 3, according to the Multi State Lottery Association, 162 million Powerball tickets have been sold nationwide, an increase in sales by 189% compared to the previous week’s lottery.

Lottery losses hurt low-income families the most
Just and Matheson pointed out the statistics that the average adult spends around $400 a year on lottery games. Spending is fairly even across the socioeconomic line, but it has a disproportionate impact on low-income families who otherwise could use these funds for essentials or build savings.
“That’s pretty important if you’re talking about a household at the bottom of the fifth income and you’re making around $40,000 a year,” Matheson said.
The state lottery also faces intense criticism of selling more to low-income communities and transferring wealth to wealthier school districts through scholarships and other lottery-funded programs. A 2022 survey by Howard Center Research Journalism found that stores selling lottery tickets were disproportionately packed in low-income communities, and those who patronize those retailers live in the same area.
National authorization reports and studies found that scratch-offs were the most earning lottery games, with small segments of habitual players making up most of their spending. These players were disproportionately black, Hispanic, low-income, and non-high school graduates, found in other reports and analysis of statewide research.
Matheson referenced these findings and stated that the scratch-off was “disproportionately purchased by the poor.” However, he added that as prizes reach the multi-million and billion-dollar range, participation from high-income households will begin to rise.
