SAN FRANCISCO — President Donald Trump is planning to introduce a new $100,000 application fee for H-1B workers visas, according to White House officials, to reduce his use as part of his wider immigration crackdown.
The Republican president was expected to sign a declaration on September 19, which would limit entries under the H-1B visa program on September 19, unless the application fee was paid, officials said. Trump also planned to order changes to the general wage levels of the H-1B program as a way to limit use.
The H-1B programme has become important for technology and staffing agencies that rely on foreign workers to play a variety of technical roles.
Amazon received over 10,000 approvals in 2025 on the list of companies with the most H-1B visas, but the Facebook-owned Microsoft and Meta platforms had over 5,000 H-1B visa approvals each, according to the US Citizenship and Immigration Services.
Bloomberg News previously reported Trump’s intention to sign an order regarding his H-1B visa application.
Shares of Cognizant Technology Solutions Corp, an IT services company that relies widely on H-1B visa holders, fell more than 5% on Friday.
Visa critics, including many American technology workers, have argued that businesses will use H-1B visa workers to curb wages and otherwise hand over Americans for qualified jobs.
India was the biggest beneficiary of the H-1B visa last year, accounting for 71% of approved beneficiaries, but China was the distant second at 11.7%, according to government data.
The H-1B Visa program is reserved for people who are frequently employed in the technology field in the professional position. Can include software engineers, high-tech program managers and other IT professionals. The H-1B visa has been approved for 3-6 years.
