President Donald Trump said in his State of the Union address on February 24 that immigrants, like Somalis who have settled in states such as Minnesota, are forcing Americans to pay more for services like auto insurance.
In a nearly two-hour speech, President Trump said Somalis were “pirates who sacked Minnesota” and that “bribery, corruption and illegal activity are the norm, not the exception, in much of the world.”
“Importing these cultures through unrestricted immigration and open borders creates problems right here in the United States,” President Trump said. “And it is the American people who are paying the price for high medical bills, auto insurance, rent, taxes, and perhaps most importantly, crime. We will address this problem.”
The comments came as website Insurify.com reported that U.S. drivers paid an average of $2,144 a year for full car coverage in 2025. This figure was 6% lower than the average full-time premium in 2024, but Insurify said average premiums increased by 46% from 2022 to 2024. The website attributes at least some of this year’s price increases to unsafe driving behavior following the coronavirus pandemic.
Due to rising insurance premiums in recent years, the price of new cars has also increased. The average price of a new car reached $49,191 in January 2026, according to Kelley Blue Book.
With all that in mind, the USA TODAY Cars team researched car insurance prices in Minnesota and other states.
Have car insurance prices increased in Minnesota?
In Minnesota, where the Trump administration sent thousands of military personnel to the Democratic-led state in response to fraud by welfare program workers related to Somali immigrants, the average cost of full auto insurance coverage was $2,088 at the end of 2025. According to Insurify, the expected average cost for a Minnesota driver in 2026 is $2,061, which is actually a -1.3% decrease from the average cost in 2025.
According to Insurify, Minnesota had the seventh largest drop in average auto insurance premiums in 2025, dropping 15% from 2024 levels. Only Wyoming, Iowa, Arkansas, Utah, Idaho, and New Mexico showed steeper declines.
In which state is car insurance the most expensive?
According to Insurify.com, the highest average premiums are in Washington, D.C., where the average annual price for full-time insurance is $4,017. Minnesota, where President Trump raised the flag during his State of the Union address, fell well outside the top 10.
Insurify said the nation’s capital has “several factors working against it. Higher population density means more opportunities for accidents. Similarly, Washington, D.C. has the third highest rate of uninsured motorists, which drives up premiums for policyholders.”
