Fearful killings by criminal groups are not uncommon in Mexico.
Earlier this year, Sinaloa officials discovered 20 men who were injured by bullets on a bridge on a federal highway.
Puebla and Tlaxcala are central states located just 100 kilometers (62 miles) from Mexico City.
Official figures show that neither of these are among the states that have the highest level of violence in Mexico.
Puebla accounts for 3.4% of the 14,769 intentional murders recorded nationwide from January to July, with Tlaxcala, 0.5%.
Both Puebla and Tlaxcala are generally considered safer destinations compared to other Mexico states, with the US Department of State designating both Level 2 travel advisories.
However, authorities acknowledge that their geographic locations face issues such as the movement of criminal groups dedicated to drug trafficking, human trafficking and fuel theft.
In 2022, Puebla authorities discovered a truck carrying 116 immigrants of various nationalities.
