Rejected Florida License Plate
The state of Florida has released a list of custom license plates it will reject in 2024, and some of them are pretty racy.

A Long Island grandfather has been given permission by New York Governor Kathy Hochul to continue driving with a humorous “PB4WEGO” license plate.
In a Feb. 24 Facebook post, Seth Bykowski, 69, wrote, “We won!” He added, “Justice and humor will prevail! New York Governor Kathy Hochul grants reprieve to PB4WEGO plates.”
On February 24, Hochul shared a video of himself on the phone with Bykowski on Instagram, captioning it, “Seth’s license plate is a public service.”
Bykowski said in a Feb. 8 Facebook post that he has been in communication with the New York State Department of Motor Vehicles, which had issued the PB4WEGO license plate earlier this year, but found it “disputed.”
“I read about your plight in the news. The DMV took away your cheerful license plate,” Hochul said in an Instagram video. “I loved it.”
Hochul also said in the video that he would take back Bykowski’s plate because “I think we should remind everyone to pee before they go out.”

Long Island grandfather jokes about running for New York governor
Mr. Bykovsky jokingly announced his “independent candidacy for the great Governorship of New York” in a Feb. 8 Facebook post. This humorous comment was made before Hochul approved the license plate.
“I am not embarking on this journey lightly, but rather with my foot on the gas pedal, gas tank full, and heavy foot,” Bykowski’s post reads. “I’m not running for myself, but for my children, my grandchildren, my parents, my grandparents, and all the New Yorkers who have started down the long and winding path of life, but have all realized at one time or another that they need to pee before they go.”
After Buikowski and Hochul’s conversation, Hochul shared another Facebook post on February 24, announcing that he was “officially discontinuing his New York gubernatorial campaign.”
“On behalf of the foolish and unreasonable, and in the face of our First Amendment right to free expression, thank you to everyone who supported this bold endeavor,” Bykowski’s post reads. “This victory is not just mine, it’s yours. We all have the right to PB4WEGO. EXCELSIOR!”
What are New York’s license plate restrictions?
According to the New York State Department of Transportation, “no one has a right to a specific personal plate” because the DMV issues such plates based on the commissioner’s sole discretion.
Personalized license plates shall not be issued that contain “any word, phrase, or expression that represents or has a meaning, connotation, or form that the Secretary deems objectionable.” The following plates are considered by the Commissioner to be unissuable:
- is obscene, profane, vulgar, offensive, depraved, or indecent;
- Describes or refers to sexual or intimate body parts, areas, or features.
- Describe or refer to excretory or other bodily functions.
- is derogatory, derogatory, degrading, disrespectful, or inflammatory;
- Express, describe, promote, advocate, promote, encourage, glorify, or condone violence, crime, or illegal activity;
- Describes, alludes to, or references illegal drugs, controlled substances, or paraphernalia;
- May constitute copyright infringement or trademark, trade name, service mark, or patent infringement.
- refers to, suggests, or may appear to refer to or imply any purpose, function, or entity of any government or law enforcement agency;
- Does not contain at least one letter, consists of six numbers followed by a letter, or is misleading or confusing when identifying the plate number (for example, replacing the letter “O” with the number zero).
- Reserved for issuing to specific classes of vehicles other than passenger cars (for example, numbers assigned to county employees, members of certain professions, historic motor vehicles, etc.).
